Comment: "Response to your brochure “Important Noce” (Feb 2023): Hello, I am the age of 69 on a
‘fixed’ income. I have been VERY conservave with Electricity and Natural Gas. However, the
“volumetric, per-kWh rate reducon,” starng Sept 1, 2023 and Sept 1, 2024, WILL NOT compensate me
for the usurious “Basic Monthly Charge” increases that you propose. 1) In 2022, my average monthly
Electric is $26.35 per month, and a basic charge of $7 per month. This is a monthly average cost of (318
kWh) or $33.35 per month for Electricity. a. On Sept 1, 2023 you intend to raise the “Basic Monthly
Charge” to $15 per month which would raise my monthly bill to ($41.35/$33.35) or 24% increase cost
per month. 2) In 2022, my average monthly Gas bill is $30.80 per month, and a basic charge of $7 per
month. This is a monthly average cost of (37.9 Therms) or $37.80 per month for Natural Gas. a. On Sept
1, 2023, you intend to raise the “Basic Monthly Charge” to $15 per month which would raise my
monthly bill to ($45.80/$37.80) or 21% increase cost per month. Also, your Noce proposes, September
1, 2024, even higher increases of the Basic Monthly Charge to $20 per month, for Gas and/or Electric.
SUMMARY: For those of us who have learned to conserve energy, I propose you eliminate the “Basic
Monthly Charge” for customers using less than 600 kWh per month and/or less than 64 therms per
month. Sincerely, Ross A. Gibson "
