Comment: "Re: Proposed increase in electric rates. Avista Utilities is proposing to increase customer
electric rates by almost 20% (19.2%) over the next year-and-a -half. This is overwhelming for me and my
family as well as many or most other Avista customers. Avista's stated reason for the increase is to
"maintain and upgrade our infrastructure" (Avista Notice, 2/2023). Avista's income from the sale of
electricity in 2022 was $155.2 million (from Avista's web site). An increase of 19.2% would equal almost
$30 million. I am writing to ask the Commission to moderate Avista's request by at least half the amount
requested, $15 million, in the interest of maintaining the budgets of the almost 400,000 Avista Idaho
electric customers. We've all been hit hard by inflation and a 20% increase in our power bills is just too
much to take. Thank you for your consideration. "

Comment: "I realize that Avista of Washinton is a large company and is trying to make a profit. I also
realize that they have consistently requested increases in both electricity and natural gas pricing to
customers over that last several years. I have a newer midsize 1600 sq foot home. The amounts they are
projecting in the report are about half of the actual usage for both gas and electricity on a very cost-
efficient home. I have seen my bill increase in the last two years while using less energy by more than
$50.00 a month. The new proposed increases will be this amount again or more. I am in the fixed
income bracket, but do not qualify for assistance due to income. I would like to file a formal complaint,
requesting the commission to deny this proposed rate increase. There is no reason why our utility rates
should continue to be increased year after year. We have seen an explosion in new population in our
area, however this should not be a reason to increase rates since they are also seeing an increase in
customer base. Please really look at the numbers they are proposing verses the actual cost to the end
users. Thank you."
