Comment: "In regards to Avista's proposed electric rate increase it is unfair for the following reasons and should be denied. Avista just went through a rate increase with Washington State
customers at a much lower rate and Washington locks in the rate for five years. Washington State is pushing "Carbon Free" energy requirements and these costly energy sourcing
requirements are effectively being pushed to Idaho customers with this proposed rate increase. The Avista proposed rate hike of 15.3% for electricity should not fall on the Idaho consumers.
The "customer charge" increase is just another avenue for Avista attempting to offset energy source costs that are unfavorable for efficient energy production. The bottom line is all
revenue should be allocated based on the real cost drivers of energy production and distribution, including "green energy" initiatives which were placed on Avista by Washington
State. Idaho shouldn't pay the penalties for Washington State's actions. "
