Comment: "I am asking you to not approve the Avista request for a 13% increase in natural gas rates. Why such a huge increase, is this to cover expenses from the Settlement Stipulation?
Everyone needs utilities and the utility company has a monopoly. If it was an open market would they raise the rate 13%? Not likely. I am all in favor of paying a fair rate for utilities
and you the PUC are there to make sure it is fair for everyone. "

Comment: "I would like to see the commission to Not give into this automatic rate raises, bygiven them 1/2 of what they ask for. I would like to see my (fixed) income increased by the
