AW-E-18-02 // nv L{ - G - t8 - o / On February 20,2018, Avistr Corporation, Commission Staff, and CAPAI ("the parties') filed a joint petition requesting approval of a settlement that incrcases funding to low-income programs. BACKGROTiND On December 28,2017, the Commission approved a settlement of Avista's general rate case. .See Order No. 33953. One provision of the settlement was that "[t]he Company and interested partics will mect and confer to consider whe&er the Low Income Wcatherization Program and Energy Conservation Education Program funding should be increased from the cunent Commission approved levels..." .See Stipulation and Settlement at 15. Afrer extensivc examination into how the low-income &rnding has been utilized, and conferring with thc parties, an agreemenl to incrcase the funding levcls was reached. THE SETTLEMENT The parties report that after conftrring on the issue, a funding increase is appropriate. Specifically, they agreed that $125,000 of additional funding for Avista's [ow Income Weatherization Program, and $25,000 of additional funding fur Avista's Conserrration Education Program in ldaho be approved. The Company reported that the increase in funding "has no cffect on the Company's approvcd Fevenue requiremcnq" and that "the funding will come dirEctly out of Avista's Energy Effrciency TariffRider Schedules 9l and 19l. IDECISION MEMORANDUM STAFF RECOMMENDATION Staff recommends that this matter be processed by modified prccedure. Statr further recommends that the Commission set a 2l-day comment deadline for all parties.
