To the ldaho Public Utilities Commission,
I want to express my support for the merger between Avista and Hydro One. I feel that this is a
well-considered, transparent business decision that in the end benefits ratepayers through immediate
upgrades and investments, and benefits everyone by stabilizing and broadening sources of regional
energy and energy investment.
I own a Main Street commercial building and retail business which is an Avista customer. I would
be pleased to know that, through this merger, my energy provider is contributing to my community. ln
particular, I am happy that the resultant company is moving away from coal and looking seriously at
more sustainable sources of energy. This is good investment for many reasons.

Re: Proposed acquisition of Avista Utilities by Hydro One
Dear Commissioners and Staff:
Our place, in Bonner County, first obtained electric power in 1951, an event never
forgotten by those of us around here then. As a result, we do not take our electric service forgranted. Nor should other Avista customers, if it is sold away to Hydro One of Canada. Avista
would then be a minor subsidiary of an eastern Canadian Mega Utility.
I agree with the many North ldaho residents vehemently opposing the transfer of this
vital public utility to a foreign parent corporation, not subject to the regulatory authority of
ldaho.
The effeqt of Canadian laws and regulations on the conduct of public utilities and
corporate governance cannot be known to any of us with any certainty. lt is all subject to
change without notice to us or the State of ldaho. Transparency in the corporate affairs of
Hydro One cannot be guaranteed by, or to, anyone in ldaho. The Canadian government and
Hydro One will have vastly more influence over Avista, than ldaho will have over Hydro One.
Also a subsequent resale to a less-friendly foreign country or corporation cannot be
ruled out.
Promises given by Hydro One on rate stability are illusory assuming that ldaho will
retain some control over electric rates.
Public utilities are the only private businesses whose customers'interest are legally
paramount to those of its shareholders. lt is not clear how customert' interests will be
advanced by this sale; the opposite may well be the outcome. We have had good service and
fair rates from Avista and its prcdecessors for 67 years.
We would like to keep it up, and not be at the mercy of a corporation and government
beyond our borders.

Comment: I am adamantly against the sale of Avista to Hydro One. Why would we want to give control of our dams to a
foreign interest? I fear the rates will increase to levels that low and middle income families will not be able to afford.
Our resources need to be controlled by American entities. I feel this would be handled much better by a P.U.D.
