Comment:I am very much opposed to the proposed merger between Avista Utilities and Hydro One Limited.
I think that as Americans,we need to control our own utilities.Merging with other utilityproviders from outside of the
US is not in our long term best interests.
I have seen no reasonable explanation as to why this merger is necessary.Avista has operated independently for many
years and can continue to do so.
If all aspects of running this utilitywill remain the same,why merge?The anticipated positive impact of the merger
sounds idealistic and driven by profit and not increased services or concern for customers.A supposed 5%decrease
over five years in costs if the merger happens sounds very minimal.
This is a local utility and I am totally in favor of keeping it that way.I urgethe PUC to oppose this merger.

Comment:Did anyone even an look at Ontario Power and see what happen to the consumers rates after Hydro
mergered with them.
There rates have gone up more than anyone in North America.
How can we allow this to happen if Avista is given the ok to merge.
Just goggle it or maybe you should travel and talk residents of Ontario.

Comment:I am vehemently opposed to Hydro One's purchase of Avista Utilities.Why do we,as U.S.Companies,have
to continue to be owned by foreign companies?I havethree Avista accounts and think I will be adversely effected,
financially,by this buy-out.This buy-out would create increased regulation;we would be controlled by the whims of a
foreign company (Canada)who is a member of the Paris Climate Accord --we will be regulated by Canada'swishes.How
can you say Avista will continue to operate as a stand-alone company when Avista does no longer own their own
company?You say Avista will continue to serve customers "as usual"?That won't happen with foreign ownership!And
you say Avista will continue to "set the rates"....for a company they have no ownership in??That's about ridiculous!!!
You say Avista should accept this so they won't risk subsequent acquisition by another company?Doesn't Avista have a
say in who might want to acquire their company?(That's a really stupid talking pointll)You say rates won't go up,but
Hydro One has notoriously raised their rates,and since they'd "own"Avista,our rates would haveto go up too.
This is a stupid,ridiculous,bad-for-America idea.Whose side are you on?...that which wants America to prosper and
succeed or that which wants America to fade into oblivion?I'm thinking it's the latter if you approve this buy-out!
When will someone start doing things to benefit the country rather than lining their own pockets!!

with Avista for 41years.We do not want a foreign government or a foreign company controllingour electrical rates.

Comment:Dear PUC commissioners,
I was unable to attend any of the public input sessions in my area so I would like to submit a written comment.
This comment is in stern opposition to the merger of Avista Utilities with Hydro One for several reasons;
1)The Department of Homeland Security has identified not only power generation plants,but dams and power grids as
Critical Infrastructure as it pertains to U.S.national security,"........are considered so vital to the United States that their
incapacitation or destruction would have a debilitatingeffect on security,national economic security,national public
health or safety,or any combination thereof."
Placing four hydro dams,two coal fired energy plants,a biomass facility,and natural gas production that are collectively
responsible for the generation and distribution of energy to almost 400,000 people under the direct control of foreign
interests,be they allies or not,would be in direct contradiction with our nation's national security interests.For this
reason alone this merger should not be allowed.
2)We are currently experiencing significant friction and push back from the other members of the G7,Canada in
particular,regarding trade practices with the U.S..Canada'sprime minister has made significant threats to essentially
start a trade war with the U.S..Since the Canadiangovernment regularly involves itself both in policy and practice of
private industry in their country,it would be beyond naive to think that Canada'sgovernment would not use its
influence on Hydro One if it so desired.For this reason alone the merger should not be allowed.
3)Local control is the best control.While Avista argues that the company will still be run by the same people in the
same offices,the ultimate control will still be in Hydro One headquarters in Canada.For this reason alone the merger
should not be allowed.
Any one of the above arguments should be sufficient to stop the merger.Combined,allowing the merger to proceed
would defy simple logic and prudence,and demonstrates a complete disregard for national preservation.
Please stop the merger of Avista Utilities and Hydro One.
