AND AVISTA CORPORATION FOR )APPROVAL OF MERGER AGREEMENT )ORDER NO.34179
On September 14,2017,Hydro One and Avista jointly applied for Commission
approval of a merger between their two companies.They also sought approval from utility
regulators in Washington,Oregon,Alaska,and Montana.Assuming approval in the other states,
this Commission's approval would result in Avista becoming a wholly owned subsidiary of a
Hydro One holding company.On September 20,2018,the Commission set deadlines for the
parties to file testimony,scheduled a settlement conference,and set a technical hearing date of
November 26,2018.Order No.34148.
On October 30,2018,Staff reported to the Commission that the parties'have engaged
in extensive settlement discussions.Staff further represented that those settlement discussions are
continuing,and that because of that continuing dialogue,all parties had agreed to request that the
Commission extend the Staff and Intervenor Testimony deadline of November 1,2018,to
November 6,2018.Staff represented that this change would not affect other deadlines or the
hearing date.
DISCUSSION
The issues presented were brought to the Commission at its October 30,2018,decision
meeting.Having reviewed the record,and noting that all parties agree to the proposal,we find it
reasonable to grant the request and extend the Staff and Intervenor Testimony deadline from
November 1,2018,to November 6,2018.
NOTICE OF AMENDED SCHEDULE
YOU ARE HEREBY NOTIFIED that the procedure and schedule discussed above is
adopted.Specifically,the Staff and Intervenor Testimony is due by November 6,2018.
*The following parties have intervened:Idaho Forest Group,Clearwater Paper,Idaho Conservation
League,the Community Action Partnership Association of Idaho,the Washington and NorthernIdaho District Council
of Laborers,an unincorporated nonprofit called Avista Customer Group,and the Idaho Department of Water
Resources.

IT IS HEREBY ORDERED that the November 1,2018,Staff and Intervenor
Testimony deadline is extendedto November 6,2018.
