HomeMy WebLinkAbout20020924min.docMINUTES OF DECISION MEETING SEPTEMBER 24, 2002 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Dennis Hansen, and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was approval of items 1—7 on the CONSENT AGENDA. There were no comments or questions. Commissioner Kjellander moved for approval of the Consent Agenda. A vote was taken and the motion carried unanimously. The next order of business was MATTERS IN PROGRESS. Commissioner Smith asked if there was any objection to holding item 8. Commissioner Kjellander made a motion to hold the item. A vote was taken on the motion and it carried unanimously. John Hammond’s September 18, 2002 Decision Memorandum re: Motion by AT&T for Extension of Time to File Reply Comments in Case No. GNR-T-02-11, CenturyTel’s Request for Approval of Tariff Containing Deposit Requirements. Mr. Hammond reviewed his Decision Memo. Commissioner Smith commented that she thought it was odd that on September 5th the Company could have responded by the 19th, but now they can’t respond for three more weeks. She said she had no objections to the extension, however. Commissioner Kjellander made a motion for the extension of time for comments to be filed, which would be 21 days from the date the order is issued. A vote was taken on the motion and it carried unanimously Lisa Nordstrom’s September 20, 2002 Decision Memorandum re: In the Matter of Idaho Power’s Report on Time-of-Use Pricing. Ms. Nordstrom reviewed her Decision Memo. Commissioner Hansen stated he thought a comment period is appropriate to allow interested parties an opportunity to ask questions. He said modified procedure is a good method to accomplish that. Commissioner Smith stated that she thought modified procedure would be fine, but she didn’t know whether or not we should open a new case or use a case that is already open. She said she was interested to hear if the Company had an opinion procedurally on whether to open a new case. Maggie Brilz of Idaho Power said the Company would welcome the opportunity for interested parties to submit comments regarding the study; however, it would be their preference to open a new case to have the comments processed rather than including them in some case that is currently open. She stated that in Staff’s comments, they had suggested that Time-of-Use Pricing could be added to either the DSM case or included in the Integrated Resource Plan case. She said the Company is concerned that if they allow comments on the report in either of those proceedings, it could cause delay. Commissioner Smith made a motion to open a new case and put the study out for comment using modified procedure. A vote was taken on the motion and it carried unanimously. Commissioner Kjellander stated that the only remaining items on the agenda were under FULLY SUBMITTED MATTERS and those would be deliberated privately. He then adjourned the meeting.
