ORDER NO.33324
The Benewah County Board of Commissioners reviewed the Matter of the Application of Avista Corp to Increase its
Rates and Charges for Electric and Natural Gas Service dated June 15,2015 at their regular board meeting this morning.
They would like to be on record as being opposed to this rate increase. Many of the Benewah County residents already
struggle to pay their utility service especially during the winter and a rate increase would add to that burden.

Acknowledge public record:True
Comment:Avista has consistently raised rates every year...there is appaarently no
consideration ever given to the fact that the consumer is not getting any raises at least
not in my case or that of my Mother...the raises she has received from Social Security
certainly do not compare to the raises that Avista gets. All other costs have gone up as
well.Perhaps we could look at how much Avista’s CEO gets in raises and bonuses.I am tired
of footing the bill for high priced executives.I have noticed Avista has received their
rate increases with distressing regularityalmost as though it is a rubber stamp process.

Subject:Comments on Proposed Increases
To:Jean Jewell or Jolene
I had sent comments on your form &it didnt seem to make it there complete so Jolene suggested I use this method
Case #AVU-G-15-01
The proposed Rate increases are Excessive &Aggressive. The increase of almost doubling the Basic Monthly Charge from $4.25 to
$8.00 per month is Absurd &Userous.I live entirely on my Social Security, which at the beginning of this year, rose 1.6%or $14.00 per
month for me.This was not enough to cover the increases in my Home &Auto insurance. The price of groceries has just about
doubled in the past 2 years. The calculations for the S.S.COLA do NOT include consideration of the costs for Food,Utilities or
Gasoline, the 3 most basic commodities for retirees on a fixed income..1 have cut my mileage driven to 1,000 miles per year to survive,
so the price of gasoline does not affect me much.
The costs of Legal Fees to request these increases must be vast &are passed on to we consumers,NOT the investors of Avista
stock Why should we pay to make Avista a more attractive stock?
I think the prices for Gas &Electric should be based on Costs,NOT some FCA mechanism. This is Snake Oil chicanery &this
mentality was pushed out of existence during its heyday in the Wild West.Have we learned nothing from our history besides listening
to a new set of Snake Oil salesmen foisting their Bottled Remedies on us?I have always wondered about the mentality that urges us
all to Conserve, when it would be well known that the Utilities profit from ‘more use.I ‘Conserve’,because I cant afford more costs &
the idea of paying more for Less Use is physically stifling. It makes me short of breath.
Sincerely,Thank You &Good Day,Joe Parker-4437 Sulu St-CDA,ID,83815 -208-664-1008
