Comment:My comment is related to the latest rate hike request from Avista.Their combined
gas and electric rate hike would in effect raise my energy bill 20%over two years for
perpetuity.Their claim is that it is necessary for maintenance and upgrades.Maintenance
should come out of operating expenses on a regular basis,not as a project foisted on the
public.Upgrades benefit only the share holders and should come from reduced dividend checks
or funding from a sale of iongterm debt.
This company’s stock has a very high rating based on its ability to get rate hikes through
the PUC.As a retired couple we cannot afford this increase,simply to make it possible for
Avista to maintain it’s dividend.
Avista seems to run its business on a shoestring budget never setting aside any money for
manintenance,unlikely!To me it seems like they must run two books for accounting,much like
longhaul truckers,one for real and one to justify the next rate hike.They are continually
using rate increases to pay for longterm projects that directly benefit their bottom line.
The shareholders are the only beneficiaries of this system upgrade.They will own the
increased value of the utility forever.We as rate payers will only have our utility bills
increased forever.
It is time for a fullscale in depth look at Avista’s books to see if the money is as it is
represented.It is too easy for money to be shifted around by the CEO to satisfy SEC notices
and shareholder quarterly meetings to accept this at face value.We need a competent
Accounting Eirm well versed in the art of detecting fraud to look very closely at their
company.
Avista is supposed to be a Public Utility,not a cash cow.

Comment:In relation to the current Avista gas and electric rate hikes,instead of granting a
20%increase over 2 years I think a more equitable solution would be to have Avista get a 30
yr.loan in the open market and the ratepayers pay the interest required for the duration of
the loan.Allow no other increases except in cases of natural disaster.
That would be a 3.3%increase approximately.

Comment:I object to the proposed rate increase in this case.The multi-year increase of
13.6%electric and 9.5%is simply too high.I would propose a more modest increase.After
reviewing the case,I also believe the increase is highly disproportionate to the residential
customer who is providing a much larger %increase than the other categories of ratepayers.
Thank you for your consideration and advocacy for the consumer.

This is getting ridiculous,do you bother to listen to the people that complain to you?I am
sorry we are struggling out here and you are helping Avista .By their earnings report they

Comment:The utility’s request to raise rates to pay for capital improvements does not pass
muster.Customers have no alternative source for power and nat gas,and company profits for
fiscal 2013 and 2014 are very healthy.Let the shareholders cover it this time.Too many
North Idaho residents are living paycheck to paycheck,and extra 10 to 20 bucks may be the
difference between paying their own way and having to rely on taxpayer assistance.

Comment:I receive Soc Sec benefits and have since 1998.My raises have been nominal.Why
is it that AVISTA continues to raise their rates &give their CEO’s such raises,yet the
Federal Gov’t doesn’t see fit to give me the same kind of raises for my utility costs,food,
or medical expenses.I AM NOT IN FAVOR OF RAISING EITHER THE GAS OR ELECTRIC RATES!!!
Surely some kind of compromise can come about between the wages of the higher paid employees
&repairs or capitol expenditures????We have to make allowances in our daily lives,surely
they should too!

Comment:Please deny Avista their current request for another rate hike.Gas prices in
particular have gone drastically DOWN not up!Is it possible to get a DECREASED rate?
Avista’s rates are already very high and their current request for an increase is in no way
justified at this time and would only burden hard-working families in Idaho further.
