On October 11, 2012, Avista Corporation dba Avista Utilities applied to the
Commission for authority to increase its electric base rates by $1 1.4 million (4.6%) and its
natural gas base rates by $4.6 million (7.2%). Application at 1. The Company says its request
would increase the average residential customer's (1) electric bill by $4.20 (5.3%); and (2)
natural gas bill by $4.12 (7.8%). Id. at 11. The Company proposes that the new rates take effect
on April l,20 13. See Amendment to Application.
On October 30, 2012, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 32671. The following parties intervened in the case: Idaho
Forest Group, LLC; Clearwater Paper Corporation; Community Action Partnership Association
of Idaho; Idaho Conservation League; and Snake River Alliance. The Commission issued a
Notice of Schedule on December 4, 2013. that set deadlines for the parties to file testimony and
exhibits, and tentatively scheduled an April 8-12, 2013 technical hearing. The Commission also
suspended the Company's proposed April 1, 2013, effective date for a period of 30 days plus 5
months. See Order No. 32689.
NOTICE OF PUBLIC WORKSHOPS
YOU ARE HEREBY NOTIFIED that the Commission will hold two public
workshops for Avista customers. The purpose of the workshops is to provide customers with an
overview of the Company's Application and to dispense information. At these meetings,
customers will have an opportunity to ask questions of Staff regarding the Application and how
customers may further participate in the proceeding. Company representatives may also be
available.
YOU ARE FURTHER NOTIFIED that the first workshop will occur on
TUESDAY, FEBRUARY 12, 2013 AT 7:00 P.M. IN THE SANDPOINT COMMUNITY
HALL, 204 S. FIRST AVENUE, SANDPOINT, IDAHO.

YOU ARE FURTHER NOTIFIED that the second workshop will occur on
WEDNESDAY, FEBRUARY 13, 2013 AT 7:00 P.M. IN THE GREAT ROOM OF THE
1912 CENTER, 412 E. THIRD STREET, MOSCOW, IDAHO.
YOU ARE FURTHER NOTIFIED that the Application may be viewed on the
Commission's web site, wurw.puc.idaho.gov, by clicking on "File Room" and then "Electric
Cases" or "Gas Cases," under the corresponding numbers for these proceedings. It also can be
viewed during regular business hours at the Idaho Public Utilities Commission, 472 W.
Washington Street, Boise, Idaho.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA). Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
