On October 11, 2012, Avista Corporation applied to the Commission for authority to
increase its electric base rates by $1 1.4 million (4.6%) and its natural gas base rates by $4.6
million (7.2%). Application at 1. The Company says its request would increase the average
residential customer's (1) electric bill by $4.20 (5.3%); and (2) natural gas bill by $4.12 (7.8%).
Id. at 1 1. The Company proposes the new rates take effect on April 1,20 13. See Amendment to
Application.
On October 30, 2012, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 32671. The following parties intervened in the case: Idaho
Forest Group, LLC; Clearwater Paper Corporation; Community Action Partnership Association
of Idaho; Idaho Conservation League; and Snake River Alliance. The parties subsequently
agreed to a schedule by which to process this case. With this Order, we adopt that schedule.
NOTICE OF SCHEDULE
YOU ARE HEREBY NOTIFIED that the Commission adopts the following schedule
pursuant to the agreement of the parties:

Because the schedule includes dates that are later than the proposed, April 1, 2013
effective date, it is necessary to suspend the effective date of the proposed rate changes. We thus
suspend the effective date for thirty (30) days plus five (5) months from April 1, 2013, or until
such time as the Commission enters an Order accepting, rejecting or modifying the Application
in this matter. In this regard, the Commission is mindful that the parties would like the Order to
be issued by May lO,20 13.
The prepared testimony and exhibits must conform to the requirements of Rules 231,
266 and 267 of the Commission's Rules of Procedure. Reference IDAPA 3 1.01.01.23 1 and
.266-267. The above deadlines are for testimony and exhibit filing with the Commission. E-
copy service on parties of record should be made on the same date to the extent practicable with
full service of testimony and exhibits provided to parties of record no later than the following
business day.
The parties are apprised that discovery is available pursuant to Commission Rules of
Procedure, IDAPA 3 1.0 1 .01.22 1-234. The parties should coordinate discovery requests and
responses so that they are able to comply with the established prefile deadlines.
YOU ARE FURTHER NOTIFIED that additional notices of the place, date and hour
for public workshop(s) and public hearing(s) in northern Idaho, and for the technical hearing,
will be issued later.
O R D E R
IT IS HEREBY ORDERED that the above schedule is adopted, and the proposed
schedules of rates and charges in these cases are suspended as noted above.
