To whom it may concern,
I was going to wrte a long letter stating our reasons for you to totaly reject A vista
Utilities anua, or even semi-anua, request for raising their rates, but I am also aware
that what people wrte is likely to be an entire waste of their time and yours. If we seem
a little doubtfu of your ability to control Avista's requests, that is probably tre.
But having stated that, just Avist's request for a fift cent incr in their basic rate
seems at first glance a reasonable request, until one realizes tht it is in fact a 100,1
increase all on its own. An automatic 10% increase in that.~ tlir income, prett
good deal if one can get it.
Every year it is the same, we need more they say, even though they made more profit ths
past year tha ever before if my memory serves me right. How about for a change you
just say no to much of it, an have th live with th me just like th res of us
(especially retired) have to do. These are tough times, but evidently not if one is in the
utilty business, and the commssions that serve them kowtow to their requests
automatically.

I am wrtig to asktiatgreat attention be given to Avista's request for ANOTHR rate
hike for Idaho consumers of electricity. If, as I have read, the company's equipment and
transmission lines are in such dire straits that another rate increase is needed, why has not
A vista been maintaing its facilities sufciently in prior yeas that everyg doesn't
wear out at the same time?
As a retiree (and a widow) tring to live on a very modest income, I can hadly afford to
pay my electrcity bil now. It has gone steadily up over the past couple of year, and yet I
have been replacing my energy ineffcient appliances as fast as possible and using the
iiewlong-life bulbs with mercur in them that don't give out as much light as the old
incadescents. I also have a soapstone wood heatig stove in my basement to supplement
the electrc heat that Far Home insisted my husband and I have instled in ths house
when we built it in 1972. In addition, we upgraded the insulation years ago, and a
contractor inspected it las year and said it is very adequate.
Enough is enough!
Avista seems to care more for its shaeholder' profits and paying outrageously high
salares to its executives th it does to servg ratepayers faily. But ths is what I think,
not what I know! Please use your position to exame the facts and make your judgment
accrdingly. Every entity like Avist.seems to want more, more, more dollars all the
time, but I don't have the means to give more. And I am not yet ready and wiling to die
to solve the predicament!
If at all possible, please say no to Avista ths year.

Avista Utilties proposes to increase gas and electric rates percent
for gas & 3.5 percent for electric). I have noted substantial increases in
Boar of Directors cost, CEO's, and other employee's cost at all levels of
the Company. I am retired (79 years of age) and receive an annuity as well
as social security as my main income source. I also work as a Forester to
supplement my income. I have not received an increase in income for over
3 years and it appears none is in the near future. Nearly ever thing we
need to buy, including gas for vehicles, has gone up substantially State,
County, and all tax districts are proposing increases in taxes. Something
must be done to keep us solvent. I believe Avista needs to cut back on pay
and benefits to Board of Directors, Overhead, and Employees at all levels.
The Company needs to learn and acquire ways to stay within their income
as all of us have to do. Something must be done to keep us solvent. Please
hold Avista to present rates or cause them to roll back and cut their cost
accordingly.

This month I notice a 'Basic Charge' of $5.00 as the last line item entered on my bill. I
don't know how long they have been charging this, but this is not right. My bill is over
$40.00 already and there is no reason to have a $5.00 basic charge in addition to that; my
account has been set up for over 6 years already, there is no special processing they are
having to do. If that $40 doesn't cover their costs, then they need to make the effort to
recompute their overhead and come up with an accurate way to bill me without adding frivolous
'Basic i charges to my bill for no good reason other than they are trying to avoid going
through the standard process of obtaining a rate increase!

I wish to comment on the proposed rate increase that Avista has filed for. I'm 7e years old,
on a fixed income, and cannot continue paying the outrageous rates that Avista is foisting on
us year after year. I can't understand why in this area with abundant cheap hydro power that
they can possibly need more money. There comes a time when the IPUC needs to say no to these
regular requests for more money.

Let' s see.......... Encourage people to save energy by purchasing energy effecient
appliances, windows, insulation etc. so Avista can raise our rates? I guess I just don i t get
it. What don' t you people understand? My income has not gone up and this country is still in
a deep recession. Get a clue, just say no.
