On September 30,2011,the Commission approved a Joint Motion by Avista
Corporation (“Avista”)and Commission Staff (“Staff’)for approval of the parties’Stipulation
and Settlement of Avista’s general rate case.See Order No.32371 at 13.In its decision,the
Commission “strongly encourage[d]the parties to actively participate in the cost-of-service,rate
design,and low-income program workshops set out in the Stipulation and Settlement.”Id.at 12.
NOTICE OF PUBLIC WORKSHOPS
YOU ARE HEREBY NOTIFIED that the Commission will convene a public
workshop on TUESDAY,SEPTEMBER 18,2012,BEGINNING AT 9:30 A.M.(MST)IN
THE COMMISSION HEARING ROOM,472 W.WASHINGTON.BOISE,IDAHO.
The purpose of the workshop is to allow parties to the rate case to exchange
information in a public workshop regarding:the method of allocating demand and energy
among the customer classes;revised peak credit method for classifying production costs;the 12
Coincident Peak (CP)(weighted and non-weighted)versus a 7 CP or other method of allocating
transmission costs;and rate design issues.Additionally,the Commission directed the parties to
discuss low-income weatherization and other programs.1 See Order No.32371 at 4,9,and 12.
YOU ARE FURTHER NOTIFIED that those persons wishing to participate in the

YOU ARE FURTHER NOTIFIED that all hearings and workshops in this matter will
be held in facilities meeting the accessibility requirements of the Americans with Disabilities Act
(ADA).Persons needing the help of a sign language interpreter or other assistance in order to
