While I whole-heartedly support achieving better energy efficiency, I believe that at this point in the efficiency program the rebates especially appliance rebates should not be funded by other rate payers. When high efficiency gas appliances and heaters were new to the market, the rebates were necessary to create large scale behavioral changes. Given that energy efficiency has become a widely shared economic and environmental value, I do not believe that current rate payers should be rewarding late adopters and hold outs who have not previously taken advantage of the programs over the last decade. Responsible rate payers who have undertaken energy efficiency precautions in the 18 years since Energy Star appliances have been made available should not be subsidizing irresponsible rate payers who have chosen to do nothing about replacing their energy inefficient appliances. Regarding its non-rebate programs, Avista has not justified why it needs to raise rates for all Idaho rate payers in order to continue to deliver its energy efficiency educational programs and its low- income programs. To the extent that energy efficiency programs for low- income households are not sufficiently capitalized under Avista i s current budget allocations, these programs should not be funded by rate payers but rather as part of Avista' s community outreach service programs serviced by the Avista Foundation. I encourage the Public Utilities Commission to decline Avista i s request to raise rates and ask Avista to instead be more efficient with the funds it already has from ratepayers.
