NOTICE OF WORKSHOP
On September 21,2010, the Commission issued Order No. 32070 authorizing Avista
Corporation dba A vista Utilties to recover $21.25 milion in additional anua base revenues for
electrc service and $1.85 milion in additional anual base revenues for natual gas service.! In
addition, the Commission directed A vista, Staff, and other interested paries to convene a public
workshop prior to the Company's next general rate case to discuss (1) the appropriate size of the
first tier energy block for residential electrc service Schedule 1; (2) the possible use of a revised
peak credit method for classifying production costs and other cost-of-service issues; and (3)
other customer service related issues. Order No. 32070 at 18. This workshop is intended to
address the appropriate size of the first tier energy block and customer service related issues.
The issues of a revised peak credit method for classifying production costs and other cost of
service matters wil be considered at a later workshop.
NOTICE OF WORKSHOP
YOU AR HEREBY NOTIFIED that Commission Staff will hold a workshop on
MONDAY, DECEMBER 20, 2010, AT 10 A.M. IN THE COMMISSION HEARING
ROOM, 472 WEST WASHINGTON STREET, BOISE, IDAHO. Persons wishing to
paricipate telephonically may dial toll-free [phone]; when prompted, enter
Participant Code 472404. The purpose of the workshop is to consider the appropriate size of
the fist tier energy block for residential electrc service and customer service related issues.
Specifically, the paries intend to discuss low-income weatherization fuding, low-income
outreach and education concerning conservation, and service issues related to various types of
customer accounts.
1 The increase in base electric rates wil be offset by $13 milion in deferred state income tax (DSIT) in the first year
(begining October 1,2010) and by $4 milion in DSIT in the second year. The increase in base natul gas rates
wil be offset by $500,000 in DSIT begining October 1,2010.

YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be held in
facilties meeting the accessibility requirements of the Americans with Disabilties Act (ADA).
