On March 23 , 2010, Avista Corporation dba Avista Utilities filed an Application
seeking authority to increase the Company s general rates for electric and natural gas service in
Idaho by averages of 14% and 3., respectively. If approved, the Company s revenues for
electric base rates would increase by $32.1 million annually. Company revenues for natural gas
rates would increase by $2.6 million annually. The Commission suspended the Company
proposed effective date of April 23, 2010, for a period of 30 days plus 5 months. Order No.
31038.
On April 9, 2010, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Id. Seven parties filed and were granted intervention: Clearwater Paper
Corporation; Idaho Forest Group; Idaho Community Action Network (ICAN); Community
Action Partnership Association of Idaho (CAP AI); Idaho Conservation League (ICL); Snake
River Alliance; and North Idaho Energy Logs. The Commission issued a Notice of Parties on
May 7, 2010.
In response to the Commission s directive, Staff convened an informal prehearing
conference with the parties on May 5, 2010, to discuss the processing ofthis case.

YOU ARE HEREBY NOTIFIED that, pursuant to the agreement of the parties, the
Commission has adopted the following schedule to process this case:

Pursuant to Rule 63., the parties also agreed to serve each other with discovery, testimony and
other documents via e-mail. Exhibit numbers were assigned in the Notice of Parties. The parties
further agreed that, after the Staff/Intervenor prefile deadline of August 5 , answers to discovery
should be provided no later than seven calendar days from the date the discovery request is
served.
YOU ARE FURTHER NOTIFIED that testimony and exhibits filed in this case must
conform to Rules 230 and 231. Parties shall file an original and nine (9) paper copies of
testimony with the Commission Secretary on the dates such documents are due.

YOU ARE FURTHER NOTIFIED that the Commission will conduct a technical
hearing in this matter on WEDNESDAY. SEPTEMBER 22.2010. COMMENCING AT 9:30
M. AT THE COMMISSION'S HEARING ROOM. 472 WEST WASHINGTON
STREET. BOISE. IDAHO and continuing if necessary through Friday, September 24
2010, at the same location.
YOU ARE FURTHER NOTIFIED that the Commission will issue additional and
later scheduling to establish dates in northern Idaho for Staff workshops and public testimony.
YOU ARE FURTHER NOTIFIED that discovery is available in this case pursuant to
the Commission s Rules of Procedure, IDAPA 31.01.01.221-234.
YOU ARE FURTHER NOTIFIED that all hearings and prehearing conferences in
this matter will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA).Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
The request for assistance must be received at least five (5) working days before the hearing by

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code ~~ 61-502, 61-503, 61-622 , and 61-623. The Commission may enter any final Order
consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the parties comply with the case schedule set out in
the body of this Order. Parties shall also comply with the discovery and filing procedures set out
above.
IT IS FURTHER ORDERED that the Commission shall conduct a technical hearing
in this matter on Wednesday, September 22, 2010, commencing at 9:30 a.m. and continuing, if
necessary, through Friday, September 24, 2010.
