AVISTA UTILITIES
They do not need another rate increase after making a profit of $14,ØØØ.Øøø last year.
Natural Gas prices are down & electric is high enough.
They want to replace transformers etc. then let them take it out of there profits.
I am on social securi tie & with people out of work no one can afford rate increases.

increase schedules 91 and 191. energy efficiency rider. i can not afford a increase at this
point in time due to economy reasons. The cost of living is increasing. The job market is
decreasing. i am living on unemployment and a part time job. Due to economy my work schedule
has decreased. i do notsee any improvement in the near future, job hunting for a second job
has been unsucessful. I can not afford any increases due to income/debt ratio. please do not
pass this increase. If it goes through I will have to find alternative heat and light
sources.

In the notice mailed to my home the rates increases are described as 'costs ... associated
with providing electric and natural gas efficiency services to customers'. If so, this
should allow us both to save money, not raise it in both areas. At a time when so many are
out of work (as am I), or struggling to do more with less, even a 3% raise is a burden.
Wages are not going up to match or support these increases which can only hurt the NW economy
more. Please first investigate the 'efficiencies i. If I told my former boss I had improved
things but it would cost more, I'd have been looking for a job a lot sooner. If the
government is backing many of these energy savings programs, then I'd have to wonder if there
is some 'double dipping' going on. Rates were just recently raised, I do urge you to
consider the demographics and the impact to the WA and ID homes if approved. We're tight,
but I know some seniors who are already making choices between groceries and drugs because
their incomes don't go up just because food, utilities, and fuel go up by 3%, lØ%, 2Ø% or
more. Enough is enough. Avista needs to look to business efficiencies just like every other
business in America, raising rates on a captive audience at this time is not good business.

In this day and age of folks getting laid off work, and no new jobs, why do the utility
compaines feel they can increase the rates.
They need to reduce them. Most people have a hard time now paying their bills, and here we
go again with another increase. How many times a year do they get increases? This is
unfair, expecially to us
folks on fixed incomes. Something needs to be done to stop these continual increases.
