To whom it may concern, We are against granting the rate increase. We are a retired couple, living on a limited income from our pension, social security, and savings. We work very hard to be sel f- sufficient and indepéndent. The current economic condition has substantially reduced our savings and endangered our pension. It would appear that even Social Security will ultimately be affected. We believe we are using our electricity wisely and efficiently. Still, the billing cost to us went up last winter, since the rate we were being charged was increased. Avista's program of spreading our electricity costs over a period does not reduce the total amount we pay - it's still higher. Allowing Avista to charge more for electric power will have a ripple effect across all segments of our economy. The ultimate cost of everything will go up, as the increased cost is passed down to the consumer. Please do not allow Avista to charge more for the electricity they provide.
