The p~oposed Avista rate increase is outrageous. I stopped burning wood years ago, but this
coming winter I' m going back to it. We retired folks only get a small cost of living
adjustment, and Avista is asking for a 12.8% rate increase, that' s far and above what it
should be. Please reject this attempt to price us out of house & home.

Dear Members of Idaho Utili ties Commission,
In central Idaho the timber industry employs many people and folks are not
working due to the poor economy and low timber prices. Currently our local
economy is in terrible shape due to the closure of the Three Rivers Mill.
We live in the Kamiah area in Idaho County where unemployment was 9.2% last
we knew.
We are restricted from raising grain or legume crops on our small farmiidue
to damage by wildlife. Over the years with much sacrifice we found we could
sal vage enough hay in our fields to market. So raising hay became our sourGe
of income. But because of the bad economy, 1ast years's hay remains in the hay
barn. (The hay market is stagnant.)

Avista is asking for a 12.2% raise in electricity rates. Avista supplies our
local Idaho County and Power Company and they will no doubt raise that figure
by 3% to 5% to it's customers.
We appreciate the convenience of electricity and we realize that everyone is
hurting right now, including Avista. Could Avista tighten their belts along
with the rest of us untill this crisis is over?

It is infuriating to see how many times Avista has asked for rate increases when personal
pay sees no increase. Indeed although I am lucky to still be employed in this time of job
loss, I am also required to take off one day per pay period so my employer can keep the jobs
from disappearing entirely. Isn't it convenient that now after winter they are condescending
to lower gas prices during a time when no one will be using much, I know of no air
conditioning that runs on natural gas. I am unable to keep paying these high prices just to
have my home cooled to around 80 degrees in summer and heated to only around 65 or lower in
winter. I urge you to reject Avista i s permission to keep screwing the consumer who cannot
afford any more of these rate increases. Between gas for the car, gas and electricity for
the house and less worked hours on the job I cannot afford even the small luxury of a summer
vacation let alone pay for groceries and other things that are absolute needs rather than
wants. Please do not let Avista keep raising things to a point of absolute misery for the
common consumer. Thank you for your attention to this matter.
