Box 83720 Boise, 10 83720-0074 Gentlemen:: This letter is to express my concerns for the proposed rate increases that Avista has requested for electricity. With the recent increases already approved we have had our largest electric bils ever this winter. If these increases were really warranted I wouldn't complain but I see a lot of waste that should be eliminated. I live across the river from the Oworshak dam and see and listened to water being spiled most of the summer. Not only does this foul up my fishing it cost me money. This water should be going through the turbines making cheap power not wasted. The Northwest Power people spend money like drunken sailors on projects that are not proven to help fish. It takes fishery biologist from Canada with much smaller budgets to prove that it is the ocean not the dams causing the big problem. Fort percent mortality in the first 2 weeks that the smolts enter the ocean is hard to dispute. We are stil buying land and giving it to the tribes to replace land flooded when dams were built. Where does it end? Does this give away go on forever? With the return of the wolf this whole program should be terminated. Avista wants to put a charge on our power bil to help pay the light bils of people that can't pay their own bils. They already have a check-off for this on the bils now. This "TAX" would help insure Avista gets paid. Verizon already has several of these "TAXES". One for seniors, one for library literacy, one for 911 and more. When I call to get these "TAXES" explained I get the royal run-a-round and referred to other agencies. Keep this program voluntary. We need useful information on green projects such as SOLAR. We need the real nuts and bolt requirements not just a referral to some distant contractor. These increased utility costs along with the state of the economy is making it a struggle just to make the utility bill every month as it is. Please give us a break and decline Avista i s request for a price increase.
