ask about our involvement in a couplé of community programs. Unfortunately, I

You asked about Avista's contrbution to the Fallen Heroes Plaz in Coeur
d'Alene. The contribution was made last fall from the Avista Foundation, a non-
profit philanthropic fund that supports worthy communit projects and programs
in the communities we serve. The Foundation's money comes frm an

shareholders or -customers.

This letter is in regards to the new Avista request of (1-23-09) to increase
electric rates again.
Please consider the following:
Using the KWH rates of Sept 2008:
If you, the Idaho PUC, grant their new request, our rates wil jump to 37% over
what they were in Oct of 2008.
Enough is enough already. Do your job & tell them to take a hike. Those
fortunate enough to still have jobs, aren't seeing any significant increase in their
income, and many aren't even sure they wil stil be employed in a month or two.
Even in the best of times these would be considered very hefty increases.

Utilities don' t have to answer to anyone concerning the wages and bonuses they pay their
management . Utilities pay them and figure their wages into the cost of the power the
customers buy. With all the corporate greed destroying this country it is making it hard for
the average wage customers to survive in these economic hard times. We as Americans need to
stand up to Corporations & Utilities and make them tow the line with expenses and reduce the
cost to consumers. Avista doesn i t need the large rate hike they are asking for!

Regarding Avista' s wanting to increase rates:
1. I understand that this request is, in part, to pay for Avista's advertising. Avista is a
monopoly in this region. They have no competition; hence there is no need to advertise. If
Avista' s management believes advertising is necessary, then Avista must budget for that
accordingly without raising its rates.
2. I also understand that rates are to be increased to force Avista users to pay for those
customers who will not or cannot pay for their gas and/or electricity. Customers' had always
had the choice of contributing to 'Project Share. i It was purely voluntary.
I have to struggle to pay for what I use. Right now I am paying off an overdue bill--my last
payment was to have been used to buy groceries. My father had always contributed to 'Project
Share,' as had I, when I could afford to do so. Now Avista expects me to pay more when I am
working very hard for very little, and paying off my overdue bill as best I can.
Regarding Avista i s wanting to increase rates:
1. I understand that this request is, in part, to pay for Avista i s advertising. Avista is a
monopoly in this region. They have no competition; hence there is no need to advertise. If
Avista i s management believes advertising is necessary, then Avista must budget for that
accordingly without raising its rates.
2. I also understand that rates are to be increased to force Avista users to pay for those

history of being willing to work with people who stay in contact with them, who make and
abide by any payment arrangement, and who promptly notify them of any change affecting their
ability to comply with the agreement.
I earn about $200.00 per week. I maintain contact with Avista, remit payments as agreed, and
notify them promptly if the arrangement needs to be modified. Sometimes it means going
without something else I need.

If Avista is bent on forcing its customers to pay for everyone else's utilities, let them
divide the total amount charged in Idaho by the number of households, then bill each
household by the result. At least then we would have an honest representation of the
Socialism Avista is proposing.

Enough is enough. Avista need to tighten their belt like everybody else. The amount of money
they pay their executives is obscene, their profits are way up. Yet they keep crying how they
need higher and higher rates. Most people can't afford the rates they are charging now.
Avista needs to clean house before anymore rate increases. They have a monopoly and people
are fed up with the wastefulness.

I have watched for the last few years and it seems Avista amongst other corporations have
gotten the impression that they just automatically increase rates every year now. My question
is are the rates actually caused by the cost of electricity ( buying and selling from other
places) or is the increase because the people who work for Avista need a raise. I would like
to know what the incomes are of those who are at thè top. As we live in such an economy where
raises have been typical and we are finding out that in fact it was due to increases in
saleries and perks and not in the acutual cost of the product it makes me wonder about
avista. Also in looking at their rate increase the cost that they are proposing seems to be
small however if you take the cost to the public for elctricity over the 982 kilowatt-hours
its quite substantial. I have never just used 982 kilowatt-hours and my bill shows it as it
has more than doubled over the years that Avista has increased their rates. The biggest cost
being anything over the what they call average use of electricity. Why isn i t this ever shown
on their application as anything over 982 kiliowatt-hours will cost,xxxx amount of dollars. I
think the reason why is because it nearly doubles and that would be out of line and more
people would complain.
So I will continue to contest these rate hikes until Avista makes it more clear why the rate
hikes, discloses what the hike will be over their average rate (as anything over 982 will
raise the bill drastically), and discloses to all just where the money goes.

Rate increase, I oppose any rate increase for avista based on several issues. They pay their
executive to much money. They ask us to conserve and then punish us with a rate increase
because they claim their revenues are down. Avista has hydro power plants in our back yards
but wants to charge us big city rates. Avista should charge the communities located around
these hydro dams lower rates to be good neighbors.
No rate increase based on these issues and the economy. Sometimes we feel like big business
is out of touch with the customer that they depend on.

I am a retired police officer living on pension and cannot afford this proposed rate hike by
Avista!! To lower my bills the past couple of years, I have been turning my thermastat down
to 62 degrees and unplugging most of the electrical devices in my home to save energy and
money!! I use an energy efficient electric heater to zone heat depending upon the room I am
in so my thermastat can stay at 62 degrees. In addition, I wear several layers of extra
clothing to help stay warm while in my house! In 2005, I inherited a small amount of money
which I used to add extra insullation to my attic along with a 94% efficient gas furnace
which replaced the old one! My heal thcare, taxes, vehicle fuel and food costs are all
substantially higher too resulting in my inability to afford these increased rates proposed
by Avista!!

Energy is a commodity we need for survival, Avista's main interest is profit for it's share
holders. They made $28,000,000.00 net profit last year, We as powerless consumers are doing
everything we can to conserve energy, but Avista just keeps on asking for rate increases as a
routine practice to bolster their profits. They do not need this rate increase. we need to
consider allowing a competitor to operate within Avista territories to facilitate Fair
pricing, which we are not getting from Avista. NO TO THIS RATE INCREASE!!!!

actuall difference. I was shocked when my Jan. bill was $345.401 I'm not heating a warehouse.
I'm just a single mom trying to keep up with the rising cost of living and falling further
behind all the time. It i S getting very scarey. We went through the intire winter with no heat
on at night. It was off during the days we were at school and work. So we used the heat
basically during the hours from after school (around 3:00pm) to bed time (about 9 or 10pm). I
fear to think what it would have cost us to be comfortable during all hours. I feel like the
greed of Avista forces us to live like poor people, not caring about anyone i s hardships.
Their only concern seems to be for their own benefit. I can't believe they are actually
hoping to further everyone's grief. If another electric company ever comes to this area, I' m
sure Avista will lose their business shortly after, because they will have no one that
remains loyal to their service. We are not being treated fairly and don i t appreciate
anticipation of further mistreatment. The only reason they have gotten away with it this long
is because they are the only electric/gas company in town. Shame on them!
