I am opposed to the proposed Avista rate hike for several reasons.
#1 Avista made record profits last year while the U. S. economy was tanking.
#2 My utility bill is already at least $20.00 higher per month than it was last year, and it
is as warm, or warmer than it was last year at this time. I live in a reasonably energy-
efficient small apartment, and I try to conserve energy as well. My higher bill is due to the
rate hikes Avista has already enacted in the last year.
#3 I am a single mother and full-time college student on a limited fixed income. I am
considered low-income, and even with utility assistance, this year's higher utility bills are
a significant burden to my budget. Especially since my income is the same it was last year,
and my utility assistance has not gone up enough to compensate the higher rates.
#4 I know many people up here in Sandpoint who have had their hours cut, or have been laid
off entirely from their jobs. If I am having this much trouble paying my utility bill this
year, when I am making the same amount of money I did last year, imagine how people making
less money than me must be doing.
#5 If Avista has that many repairs that need done immediately, maybe instead of another rate
hike Avista should apply for the economic stimulus money. We as taxpayers will still be
paying for it, but will do it later down the road instead of Avista taking the money out of
people's currently empty pockets.
Just some thoughts, many people up here share my sentiments.

I am writing to express my opposition to the proposed increases for electric rates and
natural gas rate submitted by Avista Utili ties. Because of the current economic downturn,
nearly every other sector in our society is being expected to make do with less resources.
These proposed rate increases are bad policy at this time. If I'm not mistaken, Avista just
increased our rates this fall or winter. If Avista needs additional resources they should
consider cutting their own costs or reducing their revenue/profit expectations. I have never
before questioned a utility i s request to increase rates. However, I fee that this current
request is out of line. Avista needs to allow the economy to recover before seeking to raise
rates to the requested level.

Avista is asking for an increase in natural gas rates. If the overhead was reduced ie: high
salarys for executives and wasted fuel on company trucks these increases might not be needed.
My Avista bill has been over$325. 00 for the last two months and probably won i t go down in the
next two months. I i m on a limited income as are many Idaho residents and this is streçhing my
budget.

I am opposed to Avista i s rate increase request. Avista i s i008 net income was up almost 100%.
Please see the following disclosure.
On Feb. 18, 2009, Avista (AVA) reported a 24.2% surge in its fourth quarter 2008 net income
boosted by increased earnings from Avista Utilities. Net income increased to $17.49 million
or $0.32 per share from $14.07 million or $0.26 per share a year ago.
During Q4 FY08, total operating revenue grew 15.7% to $447.46 million from $386.90 million a
year ago, fueled by strong growth from Avista Utili ties and Advantage IQ business segments.
Segment~wise, the Avista Utilities i retail electric revenues ascended 10.4% to $173.58
million, whereas wholesale electric revenue rose 34.0% to $30.79 million. Further, the Avista
Utilities retail natural gas revenue grew marginally to $143.98 million from $143.62 million,
while wholesale natural gas revenue jumped 92.0% to $59.41 million. Other electric revenues
augmented 40.8% to $4.99 million, while Transportation and other natural gas revenues were up
13.1% to $2.98 million. Revenue from the Advantage IQ segment rose 37.1% year-over-year to
$17.34 million. However, Other revenues were down 14.7% to $10.20 million.
Recently, AVA declared a quarterly dividend of $0.18 per share payable on March 13, 2009.
For FY08, the company i s net income mounted 91.3% to $73.62 million or $1.36 per share from
$38.48 million or $0.72 per share a year ago. Total operating revenues rose 18.3% to $1.68
billion from $1.42 billion in FY07.

I see we paid .05636 for the first 600kWh and .06406 for over 600kWh up through last
September, then in October Avista raised the rate to .06689 for the first 343 kWh and .05636
for over 343 kWh. Then in November Avista charged .07186 for the first 279 kWh, .08050 for
280-338 kWh, .06689 for 339-659 kWh, & .07553 over 659 kWh. In December they charged .07186
for the first 600 kWh and .08050 for over 600 kWh. NOW They want to raise the rates again!Please do NOT approve their request. Thanks. '

I am in opposition to the current rate increase request by Avista. One, their corporate
profi ts have increased 100% over last year. Two, it appears Avista is unaware of our current
economic picture and while other corporations are making sacrifices during these hard times,
they appear to be immune or in denial of sacrifice. The current PCA formula should remain
status quo, 90/10, period! When employees can eat lobster at company expense when working
overtime, it looks like upper management is following the mis-management practices currently
being squandered in our banking industry. Its time for Avista to tighten their belts and use
the excess profits for the end user, not just the company and its stockholders.
