It is always the easiest solution to pass on the increase to the customer but what happes when the customer can t pay the bill? I feel it is time for Avista to tap into other resources to compensate for the "changes in the wholesale cost of gas.We all have to adj ust to the increase in the cost of living, but we don t have liberty to pass on the expense to the person who pays us each month. Avista, you are wrong and your request foran increase must stopped. I believe they are again asking to much. They have had several increases in the past few years. This has placed a real burden on the customers on fixed income. They want to charge the customers for there investments, instead of there stock holders. ( The Oregon power company they just bought.) I realize fuel costs have gone up, and not just because of the weather. The stock holders take there chances on making money just like other stock holders do. I read that Avista wants to return 10.40/0 to there investors. I wish I could get that return on my money. There is to much greed in this country. With the high cost of gasoline and heating fuel , the average person is the one that suffers. I hope you will consider the average person, and people on fixed income, before you grant Avista any more increases. Sincerely V. L. Green
