PUBLIC WORKSHOPS
On February 6, 2004, Avista Corporation dba Avista Utilities (Avista; Company)
filed an Application with the Idaho Public Utilities Commission (Commission) for authority to
increase the Company s general rates for electric and natural gas service by averages of 24.1 %
and 9., respectively. If approved, Company revenues for electric base retail rates would
increase by $35.2 million annually; Company revenues for natural gas service would increase by
$4.7 million annually. A proposed reduction in the Company s current Power Cost Adjustment
(PCA) surcharge rate is also requested. The net amount of actual increase varies by class of
customer and usage.
On February 25, 2004, the Commission issued Notices of Application and
Intervention Deadline in Case Nos. A VU-04-1 and A VU-04-1. Parties requesting and
granted intervention were: Potlatch Corporation, Coeur Silver Valley, Inc. and Community
Action Partnership Association of Idaho.
YOU ARE HEREBY NOTIFIED that Commission Staff will hold a public
workshop for Avista customers on TUESDAY. MAY 25. 2004 IN COEUR D'ALENE AT
7:00 P.M. AT THE NORTH IDAHO COLLEGE. 1000 WEST GARDEN AVENUE.
COEUR D' ALENE. IDAHO IN THE BLUE CREEK ECHO BAY ROOM OF THE
STUDENT UNION BIDLDING. At this meeting customers will have an opportunity to hear
from Commission Staff regarding the Company s Application in Case Nos. A VU-04-1 and
A VU -04-1 and to ask questions of Staff and Company representatives.
YOU ARE FURTHER NOTIFIED that the Commission Staff will hold a second
public workshop for Avista customers on WEDNESDAY. MAY 26. 2004 IN MOSCOW AT
7:00 P.M. AT THE BEST WESTERN UNIVERSITY INN. 1516 PULLMAN ROAD.

Commission Staff regarding the Company s Application in Case Nos. A VU-04-1 and A VU-
04-1 and to ask questions of Staff and representatives of the Company.
YOU ARE FURTHER NOTIFED that the Application in Case Nos. A VU-04-
and A VU-04-1 may be viewed on the Commission s website www.puc.state.id., by
clicking on "File Room" and "Electric Cases " or can be viewed during regular business hours at
the Idaho Public Utilities Commission, 472 West Washington Street, Boise, Idaho and at the
Idaho offices of A vista Utilities.
