HomeMy WebLinkAbout20000829.min.docMINUTES OF DECISION MEETING August 29, 2000 – 1:30 p.m. In attendance were Commissioners Dennis Hansen, Marsha H. Smith and Paul Kjellander. Commissioner Hansen called the meeting to order. First order of business was approval of minutes from Previous Meetings. Minutes of June 6, 13, 20 and 29, 2000 and July 12, 17 and 31, 2000 Decision Meetings (Minutes have previously circulated to the Commissioners and corrections have been made.) Commissioner Hansen made a motion to approve the minutes; vote taken on the motion; motion carried. CONSENT AGENDA Items 2 through 7. Commissioner Hansen called for questions or discussion. Commissioner Kjellander had a question. Asked John Hammond if he was feeling pretty comfortable with interconnection agreements? John responded he was. Commissioner Hansen asked what the pleasure of the Commission was? He then made a motion to approve the items on the consent agenda. Vote taken; motion carried. MATTERS IN PROGRESS Case No. AVU-G-00-03 (Avista) Purchase Gas Adjustment (PGA) Tracker $9,940,000 (29.04%) Surcharge Status Report—Comment Deadline August 30, 2000. (John Hammond) John Hammond reviewed the matter; said Avista filed July 31, 2000 and requested that the matter be processed through modified procedure, by written submissions. They have proposed the rates take effect September 1. Comments are due August 30 so the staff is in the process of finalizing those. There have been some customer comments. At this point the comments of staff will be filed tomorrow and staff is requesting a decision meeting August 31 to decide whether this matter should be approved.) If that is not possible, it should be suspended and set a decision meeting in September. Commissioner Kjellander said he had just one general question, what impact would a suspension have? Terri Carlock said she would imagine a short suspension wouldn’t have much effect. It would be reasonable. Commissioner Smith said the Commission should try to get together on the 31st. It is rare that the Commission would suspend a tracker increase. Assuming Avista is having the same increase as IGC, she would suggest the Commission find time on Thursday to decide this. Commissioner Kjellander said his first reaction is to delay paying but in this case think Commissioner Smith is right. If Thursday is the approach we need to take, so be it. Commissioner Hansen said if at the decision meeting on the 31st there is a problem, it could then be delayed. He would recommend that we schedule a decision meeting on the 31st .
