A. Sheet Numbering - Sheet numbers appear in the upper rightcorner of the page. Sheets are numbered sequentially. When a new
sheet is added between sheets already in effect, a decimal isadded. For example, a new sheet added between sheets 14 and 15would be 14.
B. Sheet Revision Numbers - Revision numbers also appear in the
upper right corner of each page. These numbers are used to
determine the most current sheet version on file with the IPUC.
For example, the 4th revised Sheet 14 cancels the 3rd revised Sheet14. Consult the Check Sheet for the sheet currently in effect.

SECTION 1 - TECHNICAL TERMS AND ABBREVIATIONS
Access Line - An arrangement which connects the customer s location
to a Buehner-Fry, Inc. d/b/a DirectDial USA switching center or
point of presence.
BFI - Used throughout this tariff to mean Buehner-Fry, Inc. d/b/a
DirectDial USA unless clearly indicated otherwise by the text.
Company or Carrier - Buehner-Fry, Inc. d/b/a DirectDial USA unless
otherwise clearly indicated by the context.
Customer or End User - The person, firm , corporation , or other
entity which initiates a call on the Company s network , or accepts
billing for a call on the Company s network, subject to the terms
and conditions of the Company s tariff regulations and contracts
wi th the Company.
Dedicated Access Origination - Where originating access between the
Customer and the interexchange carrier is provided on dedicatedcircuits. The cost of these dedicated circuits is billed by the
access provider directly to the end user.
DirectDial USA - Buehner-Fry, Inc. d/b/a DirectDial USA unlessotherwise clearly indicated by the context.
IPUC - Idaho Public Utili ties Commission.
LEC - Local Exchange Company.
Switched Access Origination - Where originating access between the
customer and the interexchange carrier is provided on local
exchange company Feature Group circuits.

SECTION 2 - RULES AND REGULATIONS
Undertaking of Buehner-Fry, Inc.
BFI's services and facilities are furnished to Customers for
communications between points within the State of Idaho.Buehner-Fry, Inc. d/b/a DirectDial USA offers resold direct
dial long distance services. Idaho intrastate service is
offered in conjunction with the Company s interstate service.
The Company s services and facilities are available twenty-
four hours per day, seven days per week.
BFI installs, operates, and maintains the communicationsservices hereinunder in accordance with the terms and
conditions set forth under this tariff and through contracts
with its Customers. BFI may act as the Customer s agent forordering access connection facilities provided by othercarriers or entities , when authorized by the Customer , to
allow connection of a Customer s location to BFI' s network.
The Customer shall be responsible for all charges due for such
service arrangement.
Limi ta tions
Service is offered subj ect to the availability of
the necessary facilities and equipment, and subj ect
to the provisions of this tariff.
BFI reserves the right to discontinue or limit
service when necessitated by conditions beyond itscontrol, or when the Customer is using service in
violation of provisions of this tariff, or
violation of the law.
The Company does not undertake to transmitmessages, but offers the use of its facilities when
available, and will not be liable for errors intransmission or for failure to establishconnections.

Limitations, cont.
Use
All facilities provided under this tariff are
directly controlled by BFI and the Customer may not
transfer or assign the use of service or facilities
without the express written consent of the Company.
Such transfer or assignment shall only apply where
there is no interruption of the use or location of
the service or facilities.
Prior written permission from the Company isrequired before any assignment or transfer. All
regulations and conditions contained in this tariff
shall apply to all such permitted assignees ortransferees, as well as all conditions of service.
Services provided under this tariff may be used for any lawful
purpose for which the service is technically suited.
Liabili ties of the Company
BFI'liability for damages arising out
mistakes, interruptions, omissions , delays, errors,or defects in transmission which occur in the
course of furnishing service or facilities, in no
event shall exceed an amount equivalent to the
proportionate charge to the Customer for the period
during which the faults in transmission occur.

Liabilities of the Company, cont.
The Company shall not be liable for claim or loss,
expense or damage (including indirect, special or
consequential damage), for any interruption, delay,
error, omission, or defect in any service, facilityor transmission provided under this tariff , ifcaused by any person or entity other than theCompany, by any malfunction of any service or
facility provided by any other carrier , by an actof God, fire, war , civil disturbance, or act of
government, or by any other cause beyond the
Company s direct control.
The Company shall not be liable for , and shall befully indemnified and held harmless by Customeragainst any claim or loss, expense, or damage(including indirect, special or consequential
damage) for defamation , libel , slander , invasion
infringement of copy-right or patent, unauthorized
use of any trademark , tradename or service mark,unfair competition interference with
misappropriation or violation of any contract,
proprietary or creative right, or any other injury
to any person , property or entity arising out ofthe material, data, information , or other content
revealed to, transmitted , or used by the Company
under this tariff; or for any act or omission of
the Customer; or for any personal inj ury or death
of any person caused directly or indirectly by theinstallation, maintenance , location , conditionoperationfailure, presence , use or removal of
equipment or wiring provided by the Company, if not
directly caused by negligence of the Company.
The Company shall not be liable for any defacementof or damages to the premises of a Customer
resulting from the furnishing of service which is
not the direct result of the Company s negligence.

Deposits
The Company does not require a deposit from the Customer.
Advance Payments
For Customers from whom the Company determines an advance
payment is necessary, BFI reserves the right to collect an
amount not to exceed one (1) month's estimated charges as an
advance payment for service. This will be applied against the
next month'charges and a new advance payment may
collected for the next month.
Taxes
All state and local taxes (i. e., gross receipts tax , sales
tax, municipal utilities tax) are listed as separate line
items and are not included in the quoted rates.
Terminal Equipment
The Company s facilities and service may be used with orterminated in Customer-provided terminal equipment orCustomer-provided communications systems , such as a PBX. Such
terminal equipment shall be furnished and maintained at the
expense of the Customer , except as otherwise provided bytariff or contract. The Customer is responsible for all costsat his or her premises, including personnel wiring,
electrical power, and the like, incurred in the use of theCompanys service. When such terminal equipment is used, the
equipment shall comply with the generally accepted minimum
protective criteria standards of the telecommunicationsindustry.

Installation
Service is installed upon mutual agreement between the
Customer and the Company. The service agreement does not
alter rates specified in this price list.
10 Payment for Service
All charges due by the Customer are payable to the Company or
to the Company s authorized billing agent (such as a local
exchange telephone company). Any obj ections to billed charges
must be reported to the Company or its billing agent within
sixty days after receipt of bill. Adjustments to Customer
bills shall be made to the extent that circumstances exist
which reasonably indicate that such changes are appropriate.
11 Cancellation by Customer
Customer may cancel service by providing 30 days
notice to the Company.

12 Interconnection
Service furnished by BFI may be connected with the services orfacili ties of other carriers. Such service or facilities , if
used, are provided under the terms , rates, and conditions ofthe other carrier. The Customer is responsible for all
charges billed by other carriers for use in connection with
BFI's service. Any special interface equipment or facilities
necessary to achieve compatibility between carriers is theresponsibility of the Customer.

13 Refusal or Discontinuance by Company
BFI may refuse or discontinue service under the followingconditions provided that unless otherwise stated, the
Customer shall be given 15 days ' written notice to comply with
any rule or remedy any deficiency:

For non-compliance with or violation of any State,municipal , or Federal law, ordinance or regulation
pertaining to telephone service.
For use of telephone service for any other property
or purpose than that described in the application.
For neglect or refusal to provide reasonable access
to BFI or its agents for the purpose of inspection
and maintenance of equipment owned by BFI or itsagents.
For noncompliance with or violation of Commission
regulation or BFI' s rules and regulations on filewith the Commission, provided five days ' written
notice is given before termination.
For nonpayment of bills , provided that suspension
or termination of service shall not be made without
five days' written notice to the Customer , except
in extreme cases.
Without notice in the event of Customer or
Authorized User use of equipment in such a manner
as to adversely affect BFI' s equipment or service
to others.
Without notice in the event of tampering with the
equipment or services owned by BFI or its agents.

Without notice in the event of unauthorized or
fraudulent use of service. Whenever service
discontinued for fraudulent use of service, BFI
may, before restoring service, require the Customer
to make, at his or her own expense , all changes infacilities or equipment necessary to eliminateillegal use and to pay an amount reasonably
estimated as the loss in revenues resulting fromsuch fraudulent use.
Without notice by reason of any order or decisionof a court or other government authority havingjurisdiction which prohibits Carrier fromfurnishing such services.
14 Interruption of Service
For extended periods of inactivity.
It shall be the obligation of the Customer to notify Carrier
immediately of any interruption in service for which a credit
allowance is desired by the Customer. Before giving suchnotice, the Customer shall ascertain that the trouble is not
wi thin his or her control, or is not in wiring or equipment
if any, furnished by Subscriber and connected to Carrierterminal. Interruptions caused by Customer-provided orCarrier-provided automatic dialing equipment are not deemed
interruption of service as defined herein since the Customer
has the option of using the long distance network via localexchange company access.

15 Restoration of Service
The use and restoration of service shall be in accordance with
the rules and regulations of the Commission.
16 Inspection, Testing, and Adjustment
Upon reasonable notice, the facilities provided by the Carriershall be made available to the Carrier for tests andadj ustments as may be deemed necessary by the Carrier for
maintenance. No interruption allowance will be granted for
the time during which such tests and adjustments are made when
the interruption is less than twenty-four consecutive hours.

17 Tests, Pilots, Promotional Campaigns and Contests
The Carrier may conduct special tests pilot programs,waivers, and promotions to demonstrate the ease of use
quality of service , and to promote the sale of its services.
18 Cost of Collection and Repair
The Customer is responsible for any and all costs incurred in
the collection of monies due the Carrier including legal andaccounting expenses. Customer is also responsible for
recovery costs of Carrier-provided equipment and any expenses
required for repair or replacement of damaged equipment.
19 Late Fee
A late fee of 1.5% monthly may be charged on any past due
balances beginning 30 days from the mailing date of the bill.

A fee of $15., or five percent of the amount of the check,

Long distance usage charges are based on the actualusage of BFI' s network. The Company will determine
that a call has been established through industry
standard answer detection methods including, whereavailable, by signal from the local telephonecompany.
Minimum billed call duration and billing increments
differ from product to product. Product specific
information is included in Section 4.0 of the RateSchedules.
Usage is measured and rounded to the next higher
billing increment for billing purposes.
There is no billing applied for incomplete calls.

General
BFI Long Distance Service is offered to customers for callingwithin the State of Idaho. Customers access BFI' s network via
local exchange company provided feature group access. Callsare routed over the Company transmission and switching
facilities to any valid NPA-NXX in the State of Idaho.
Calls are measured as described in Section 3.1 of this tariff.
Product Descriptions
Unless otherwise indicated, calls are billed in full minute
increments, with a one minute minimum call duration.

DirectDial USA Long Distance - Plan I
BFI's DirectDial USA Plan I is offered to single and multiple
site Customers who utilize a combination of billing by the

and accounting software unique to the management needs of theinterim housing property manager. Volume discounts apply.

DirectDial USA Long Distance - Plan I
BFI's DirectDial USA Plan II is designed for use by guests in
interim housing units who wish to charge long distance calls
to a major credit card (Visa , Mastercard , American Express
Discover) but by dialing those calls on a direct dial basiswithout operator assistance. Callers utilizing Plan II will
speak with a DirectDial USA representative at the time of
their initial use of the unit telephone , and will provide
credit card information at that time. Subsequent calls from
the unit telephone will be made on a direct dial basis, and
automatically billed to the caller credit card, withoutoperator intervention or input of credit card numbers. Plansare offered for resort/vacation and executive housing. Callsare billed in one minute increments, with a three minute
minimum call duration.
DirectDial USA Business Long Distance
For business Customers , the Company offers a combination ofswitched inbound and outbound service for use forreservations, administrative functions and other businesspurposes. Customers who subscribe to DirectDial' s Business
Long Distance in conjunction with DirectDial Plan I and/or IIdescribed above, receive the "preferred" rate plan.
addition, preferred Customers who execute a term agreement fortwo years or more receive the "preferred term" plan. Callsare billed in six second increments, with a six secondminimum. No time of day or holiday discounts apply.
