BOISE (Aug. 24, 2023) – Avista Utilities has filed an application with the Idaho Public Utilities Commission seeking approval to adjust the fixed cost adjustment rates for natural gas service from Nov. 1, 2023, through Oct. 31, 2024. If approved by the commission, natural gas residential customers will see a rebate of 1.219 cents per therm, or a 0.2 decrease. Natural gas non-residential customers would see a rebate of 0.632 cents per therm, or a 1.2 decrease. The application is a proposal and subject to commission review and approval. The fixed cost adjustment is a rate adjustment mechanism designed to address the link between the energy a utility sells and the revenue it collects to recover fixed costs of providing service, which decouples the utility’s revenues from its customers’ energy usage. The decoupling aims to remove a utility’s incentive to increase sales to increase revenue and profits and encourages energy conservation. The commission is accepting written comments until Oct. 4, 2023. Comments are required to be filed through the commission’s website or by e-mail unless computer access is not available.
