Idaho Power is seeking approval of an asset transfer agreement between it and PacifiCorp. The application requests to transfer assets at the Antelope Substation in eastern Idaho to PacifiCorp. If permitted, the transfer would divide the ownership of the assets according to the terms of a separate agreement between the companies. The Department of Energy (Idaho National Laboratory) transferred the assets to Idaho Power in 2019 at no cost. The asset transfer between Idaho Power and PacifiCorp would also occur at no cost. If the transfer is permitted, PacifiCorp would operate the assets at the substation under the terms of the same agreement that provides for the division of ownership. Rocky Mountain Power has submitted an application to the commission asking for approval of an asset transfer agreement between it and the City of Idaho Falls. Under the agreement, the city would buy electric facilities from Rocky Mountain Power to provide electricity to customers. The telephonic hearings start at 2:00 p.m. on March 24. The commission will take comments on the Idaho Power application first. The commission will then take comments on the Rocky Mountain Power application starting at 2:30 p.m. To participate in the telephonic hearings, please dial 1-800-920-7487 and enter passcode 6674832# when prompted. The commission is required by statute to hold telephonic hearings on applications for asset transfers.
