Commission hires new telecommunication relay service
administrator
The Idaho Public Utilities Commission has hired a new administrator for its Telecommunications Relay
Service (TRS) Fund. The Commission has hired Kathleen “Kelli” Toohill as its new administrator. Kelli
has experience working for Utah’s TRS program and has worked with deaf and hard of hearing
individuals in Utah, Montana and Wyoming in the past.
Kelli replaces the Commission’s long serving and original TRS administrator Bob Dunbar. The
Commission would like to extend its thanks to Mr. Dunbar for the long and dedicated service to
Commission and the citizens of Idaho.
The TRS allows hearing and speech impaired citizens to use telephones via a relay center that converts
oral conversation to text-type and vice versa.
