Commission taking comments through March 15
on request to decrease rider, refund customers

BOISE (Feb. 27, 2017) – The Idaho Public Utilities Commission is accepting comments through
March 15 on an Idaho Power Company application to reduce a rider customers pay to fund
energy efficiency programs from the current 4 percent of monthly billed amounts to 3.75
percent.

Idaho Power also seeks to refund customers $13 million in previously collected rider funds as
part of the annual Power Cost Adjustment (PCA) on June 1 and to permanently eliminate the
annual transfer of $4 million in Energy Efficiency Rider funds to the PCA.

Revenue raised from the rider must to go to fund energy efficiency and demand reduction
programs. In recent years, the rider has been collecting more than what Idaho Power spends on
the efficiency programs.

The impact of reducing the rider to 3.75 percent is only about 22 cents per month for the
average residential customer who uses 1,000 kilowatt-hours per month. But the proposed $13
million refund to customers as part of the PCA could reduce the size of a potential PCA increase
or, conversely, contribute to a larger decrease if the annual PCA is a reduction.

The rider collects about $40 million per year. Idaho Power claims there was an approximate $9
million surplus in the rider account at the end of 2016.

In addition to public comments, the commission will also receive comments by no later than
March 15 from intervenors in the case which include the City of Boise, the Idaho Conservation
League and the Idaho Irrigation Pumpers Association. Idaho Power may file reply comments by
no later than March 22.
