Fremont Ave. The purpose of the hearing is to take testimony from customers. There will be no presentation by the commission. The three commissioners who will decide the case will hear the testimony, but are precluded from offering their own views because they act as judges in the case. Customers can also file written comments, which carry the same weight as spoken testimony, at www.puc.idaho.gov. Under the “Consumer” heading, click on “Case Comment Form.” Comments can also be mailed to P.O. Box 83720, Boise, ID, 83720-0074. Following the hearing, the record on the case will be closed and then commissioners will deliberate toward a decision based on the evidence from all parties, including customers’ written comments and testimony. In a press release issued to its customers, Morning View Water claims it needs to increase its annual revenue by $104,452 to meet expenses from the installation of a third well and upgrades to the two other wells. The company was able to finance the improvements by a loan from the Drinking Water Treatment Facility Loan Account. If the company’s request were granted in full, residents of one-acre lots would pay $98.96 per month and half-acre lot owners would pay $81.88 per month. That is a 100 percent increase over current rates. Residents of the mobile home park would pay $48.61 per month, a 50 percent increase. Rates have not been increased for nearly 10 years, the company claims. Currently, residents pay a monthly flat fee. However, the company is asking the commission to provide assistance in devising a new rate structure that would include metered rates based on consumption rather than a flat fee.
