On October 29, 1999, Avista Corporation filed the attached letter in reference to Commission Order No. 28097 in Case No. WWP-E-98-11. In Order No. 28097 the Company was ordered to initiate a collaborative effort with the Commission Staff to review its electric line extension tariffs by November 1, 1999.

Company indicates they have not yet completed the analyses necessary to support appropriate changes to the tariff but they will complete its review and schedule a meeting with Staff within the next thirty days.

The Commission therefore grants an extension to December 1, 1999 to meet the requirement of said order.
