The Commission published notice of its intent to promulgate rules via negotiated rulemaking in the July
6, 2016 Idaho Administrative Bulletin. The Commission received no requests to participate, and no
written comments. Due to lack of public interest, the Commission is discontinuing negotiated rulemaking
and initiating formal rulemaking procedures. Notice of the Commission’s proposed rule via formal
rulemaking procedures was published in the September 7, 2016 Idaho Administrative Bulletin.
