HomeMy WebLinkAbout19990907_1.docx MINUTES OF DECISION MEETING September 7, 1999 - 1:30 p.m. In attendance were Commissioners Dennis Hansen, Marsha H. Smith and Paul Kjellander. Also in attendance were Joe Cusick, Tonya Clark, Terri Carlock, Bob Smith, George Fink, Bev Barker, Cheri Copsey, Birdelle Brown, and Myrna Walters. Commissioner Hansen called the meeting to order. First items for consideration were those on the Consent Agenda. Commissioner Hansen called for comments or discussion on any of the items. Hearing none, he made a motion to approve the three items; vote taken; carried unanimously. MATTERS IN PROGRESS 4. Bob Smith/George Fink’s September 2, 1999 Decision Memorandum re: Stoneridge Water Certificate Application. Case No. GNR-W-98-1. Bob Smith reviewed the decision memo. Company did not agree entirely with staff’s draft report but did not provide any alternatives. Staff’s recommendations were set out in the report and decision memorandum. They recommend issuance of the certificate, require company to separate water system from other activities associated with the other entities and establish separate accounting systems.   Commissioner Kjellander said one of the questions before the Commission is whether or not the applicant should be directed to read the meters. Staff seems to say there is a problem with the meters, what needs to be done to bring the meters up to standard? Bob Smith said the company is in the process of working on this. They should be able to read all meters from this date forward. Commissioner Hansen asked what the pleasure of the Commission was. Commissioner Smith said it would be her suggestion to put the matter out on modified procedure and ask for comments. Made that a motion. Motion carried. 5. Cheri C. Copsey’s September 3, 1999 Decision Memorandum re: The Matter of the Petition of Customers of the Rural Telephone Company to Join the Treasure Valley Extended Service Calling Area; In the Matter of the Petition of Customers of the Rural Telephone Company Boise River Exchange to Join the U S West Mountain Home Exchange and/or The Treasure Valley Extended Service Calling Area; Case Nos. GNR-T-97-9, GNR-T-98-18. Cheri reviewed the matter. Commission asked for information regarding the cut overs. Company has now requested 60 days to study this. U. S. West indicates that they have to make their filing with the Commission at the same time as Rural. Staff is recommending that the extension be granted but the decision is before the Commission. Commissioner Hansen called for discussion. Commissioner Smith made a motion to give the parties an additional 60 days to develop a plan. Vote taken on the motion; carried. FULLY SUBMITTED MATTERS 6. Petitions for Reconsideration of Union Pacific’s Grade Crossing, Case No. UP-RR-99-1. Commissioner Hansen announced that this matter will be taken up in private deliberation. Meeting was adjourned.
