BPA REGIONAL EXCHANGE CREDIT—ADJUSTMENT
On May 1, 2000, PCp dba Utah Power & Light Company (PCp; Company) filed an Application with the Idaho Public Utilities Commission (Commission) for approval of a revision to its electric service Schedule No. 34 reducing the exchange credits provided to customers through the Bonneville Power Administration (BPA) regional exchange program. This is the third and final step in the phase out.
Staff recommends that the matter be processed pursuant to Modified Procedure, i.e., by written submission rather than by hearing. Reference Commission Rules of Procedure, IDAPA 31.01.01.201-204. The Company has requested a June 1, 2000 effective date. The last scheduled decision meeting in May is May 24. Staff recommends that the standard comment period be shortened and that a May 22 deadline be established.

Does the Commission agree that the case should be processed pursuant to Modified Procedure? Does the Commission find it reasonable to shorten the comment period and establish a comment deadline of May 22?
