Dear Mr. White:
I am responding on behalf of Ms. Judy Stokes and the rest of the Commission Staff with regard to your letter to Ms. Stokes of March 6, 1996.  
It would appear from your letter that at the time it was written, you had not yet received Staff Engineer Keith Hessing’s analysis of your inquiry which was sent to you several days ago.  I believe that Mr. Hessing’s analysis adequately responds to your questions regarding the nature of Staff’s investigation.  Furthermore, the difference between fixed tariff charges and discretionary charges should be obvious from a reading of the tariff itself, which you now have.  
With regard to your request for copies of the quote performed by Utah Power at your request, the Commission Staff does not have possession of such documents.  Ms. Stokes has requested Utah Power to send you whatever documentation it has of the other three quotes that the Company contends you were given.  I trust that you will receive this information from the Company in due course.  
I believe that this fully addresses the inquiries and requests set forth in your letter of March 6.  If I can be of further assistance, please do not hesitate to contact me.
