FOR NEW WIND AND TRANSMISSION
FACILITIES
COMES NOW the Idaho Irrigation Pumpers Association,Inc.("Irrigators"),by and
through counsel of record,Echo Hawk &Olsen,PLLC,and hereby respectfullymakes application
to the Idaho Public Utilities Commission ("Commission")for intervenor funding,pursuant to
Idaho Code §61-617A and IDAPA §§31.01.01.161 through .165,in this case,as follows:
(A)A summary of the expenses that the Irrigators request to recover broken down into
legal fees,witness fees and other costs and expenses is set forth in Exhibit "A"attached hereto and
incorporated by reference.Itemized statements are also included as Attachments 1 (Legal)and 2
(Expert Witness)to Exhibit "A"in support of said summary and are incorporated by reference.
(B)The Irrigators'counsel,Eric L.Olsen,and Irrigators'expert witness,Anthony J.
Yankel,of Yankel and Associates,Inc.,fully participated in these proceedings.Mr.Yankel
prepared and filed direct testimony on November 20,2017 and prepared and filed supplemental
testimony on April 10,2018.Mr.Olsen and Mr.Yankel participated in several conference calls
with all the parties to review Rocky Mountain Power's ("RMP")updated filings and participated

in various settlement conferences with all the parties.The Irrigators'counsel participated in the
technical hearings by spreading the testimony of Mr.Yankel on the record and cross-examining
RMP,staff and intervenor witnesses.Mr.Yankel attended and testified at the technical hearings.
(C)Irrigators opposed the granting of a CPCN to RMP to construct the new Wyoming
wind facilities and transmission facilities (collectivelythe "Projects").Mr.Yankel testified that
the Projects were not needed for an additional 10 years based on RMP's own forecasts in its 2015
and 2017 IRPs but are properly characterized as an economic opportunity based on the ability for
the Projects to hopefullyqualify for a significant amount of Production Tax Credits ("PTCs").Mr.
Yankel testified that although RMP forecast that the ratepayers would hopefully receive
approximately $140 Million in benefits,it was really RMP that got all the benefits from the
additional $2 Billion added to its rate base and the ability to receive a guaranteed rate of return and
cost recovery over the life of the Projects.Mr.Yankel testified that these disparate benefits throw
out of whack the balancing of the interests between RMP and its ratepayers,sticking the ratepayers
with assuming all the risks that RMP has characterized as "out of its control."Mr.Yankel
discussed these "out of [RMP's]control"risks the ratepayers would bear,which include:(1)
natural gas prices being lower than used in RMP's forecast;(2)the possibility that the federal tax
rate could be lower than its current rate of 35%;(3)the new wind projects not generating as much
energy as forecast;(4)the PTCs not being received as forecast,and (5)the lack of any current
public policy imposing a carbon tax.
In his Supplemental Testimony,Mr.Yankel testified that with the updated forecasts that
there were consistently two scenarios-Low Gas/Zero CO2 and Low Gas/Medium CO2-that
translated into additional costs rather than benefits to ratepayers.Mr.Yankel testified that these
were the most likely scenarios to occur due to the fact that natural gas prices have continued to

drop since RMP's initial filing.This was borne out by a recent WSJ article included as Exhibit
401.Mr.Yankel also noted that RMP had updated its forward market price curves to lower the
price of electricity during the period that increased solar generation would be occurring.Mr.
Yankel testified that RMP did not make a similar adjustment to account for the additional
electricity that would be generated by RMP's 1,311 MW of new wind.This was a new risk factor
that was not addressed in his previous testimony and,if accounted for,would reduce all the
customer benefits and increase the customer costs in all RMP's forecasted scenarios.Mr.Yankel
again recommended that the CPCN for the Projects not be granted by the Commission.
(D)The expenses and costs incurred by the Irrigators set forth in Exhibit A and
accompanying attachments are reasonable in amount and were necessarily incurred.The expenses
and costs were incurred in drafting and filing direct and supplemental testimony,participating in
the various conference calls to discuss RMP's updated filings,participating in the various
settlement conferences amongst all parties,preparing cross examination questions for various
witnesses,and participating in the technical hearings held by the Commission.Without incurring
these expenses and costs,the Irrigators would not have been able to fully participate in this matter.
(E)The costs described in Paragraph (A)above constitute a financial hardship for the
Irrigators.The Irrigators are an Idaho nonprofit corporation qualified under I.R.C.§501(c)(5)
representing farm interests in electric utility rate matters affecting farmers in southern and central
Idaho.The Irrigators rely solely upon dues and contributions voluntarily paid by members,
together with intervenor funding,to support its activities.Each year mailings are sent to
approximately 7,000 Idaho Irrigators (approximately one-third in the RMP's service area),
soliciting annual dues.The Irrigators recommend members make voluntarycontributions based on

acres irrigated or horsepower per pump.Member contributions have been fallingwhich is believed
to be attributable to increased operating costs and declining commodity prices.
From member contributions,the Irrigators must pay all expenses,which generally include
mailing expenses,meeting expenses and shared office space in Boise,Idaho,in addition to the
expenses relating to participation in matters before the Commission.The Executive Director,Lynn
Tominaga,is the onlypart-time paid contractor,receiving a retainer plus expenses for office space,
office equipment,and secretarial services.Other Irrigator officers and directors are elected
annuallyand serve without compensation.
It has been and continues to be a financial hardship for the Irrigators to fully participate in
important cases such as this one due to the time and expense that must be incurred to fully
participate in such a case.Because of the Irrigators'financial constraints,participation in this case,
and filing of testimony and cross-examinationof witnesses has been prudent.
(F)The Irrigators'positions urged to be adopted by the Commission materially differed
from those addressed by Commission Staff.The Irrigators asked that the Commission deny RMP's
request for the CPCN for the Projects.In contrast,Commission Staff entered a stipulation with
RMP to conditionallyapprove the RMP's request for the CPCN for the Projects.The Irrigators
showed the continued trend of decreasing natural gas prices since the time of RMP's initial filing
and provided additional evidence that this low natural gas price environment would continue into
the foreseeable future.Staff did not initiallyaddress the fact that natural gas prices were decreasing
rather than increasing until it filed its supplemental testimony.While Commission Staff believed
that the "out of [RMP's]control"risks were adequately addressed in the proposed Settlement
Stipulation,save a hard cap on overall construction costs.The Irrigators testified that risks that
the ratepayers were being asked to accept were too great and not needed due to,among other

things,reduced forecast for summer peak demand,low natural gas prices and RMP's lack of need
for additional generationresources as shown by its own IRP.
(G)The Irrigators'participation addressed issues of concern to the general body of
users or consumers on RMP's system.If RMP's CPCN request for the Projects is granted,it is
most likelythat all customers'rates will go up.If RMP's CPCN request for the Projects is rejected,
all customers are not exposed to the huge risks associated with the Projects and RMP can make a
plan to meet its customer's future needs based on "necessity"and not on an economic opportunity.
(H)The Irrigators represent the irrigation class of customers under Schedule 10 on
RMP's system.
Based on the foregoing,it is respectfullysubmitted that the Irrigators are a qualifying
intervenor and should be entitled to an award of costs of intervention in the maximum amount
allowable pursuant to Idaho Code §61-617A and IDAPA §§31.01.01.161 through .165.
