COMMENTS OF PACIFICORP
IDAHO INDUSTRIAL CUSTOMERS
COMES NOW PacifiCorp Idaho Industrial Customers ("PIIC") and submits these
comments regarding the Application of Rocky Mountain Power ("Company'') seeking: (i)
approval of a $7.5 million net power cost deferral, (ii) authorization to decrease rates by $6.9
million, and (iii) consideration of an alternative rate plan.
PIIC concurs in and adopts as its own the comments of Monsanto expressing concern
with the very limited 10 day time period necessary to review a record and prepare and submit
comments in this case. PIIC did not have time to review the calculation of the net power supply
cost deferral, but has reviewed Staffls comments in this case relating to Staffls audit and its
finding that the "costs and revenues" submitted by the Company as part of the Application "were
accurate". PIIC concurs in Staff s comments and review of the testimony and exhibits submitted.

PIIC supports the Company's alternative rate plan proposal to only reduce ECAM rates
by $3 million, rather than the full $7 million, and use $4 million previously collected through the
ECAM as an offset the 2013 depreciation regulatory asset, rather than refunding it to customers.
PIIC also understands that the $4 million will be credited against the depreciation accrual
aggregated balance on a dollar-for-dollar basis, as proposed by the Company. This reduction to
the balance of the depreciation reserve account will help mitigate the need for a future rate
increase and promote longer-term rate stability for PIIC members, and other customers of the
Company in Idaho.
