Nature of Business Avista is a corporation created and organized under the laws of the State of Washington with its principal office in Spokane, Washington. Avista is an investor- owned utility engaged in, among other things, the business of generating, transmitting, and distributing electric power to wholesale and retail customers in Idaho and Washington. Avista also provides natural gas service to customers in Idaho, Washington, Page - I PETITION OF AVISTA CORPORATION TO INTERVENE and Oregon. As such, Avista's rates, charges, services and practices are regulated, in part, by this Commission. 3. Avista's Interest in this Proceeding Avista is an electric utility in the State of Idaho that is required pursuant to the terms of the Public Utility Regulatory Policies Act of 1978 ("PURPA") to purchase power from qualifying facilities ("QFs"). Accordingly, Avista has an interest in the process for setting the terms, rates and conditions under which it is required to purchase the output from QFs in the State of ldaho. All utilities subject to PURPA in the State of Idaho should be afforded the same interim protections that the provided in Order No. 33222 issued in this proceeding on February 6,2015. Avista has a direct and substantial interest in this proceeding and intends to participate herein as a party in this proceeding. Without the opportunity to intervene herein, Avista would be without a manner or means of participating in the lawful determination of issues which may affect the rates and terms under which Avista's customers are required to pay for energy from QFs. As a party, Avista may introduce evidence, cross-examine witnesses, and be heard in argument. The nature and quality of Page - 2 PETITION OF AVISTA CORPORATION TO INTERVENE evidence that Avista will introduce is dependent on the nature and effect of other evidence in this proceeding. 5. Conclusion For the forgoing reasons, Avista respectfully requests that, if this proceeding is not stayed pending resolution of the issues in GNR-E-l l-03, the Commission grant Avista's petition and allow Avista to intervene as a party in the above-captioned proceeding.
