Pursuat to Rules 71 and 73 of the Idaho Public Utilties Commission's Riles of
Practice and Procedure, PacifiCorp Idan Industrial Customers ("PUC") petitions the Idaho Public
Utilties Commission (the "Commission") for leave to intervene. In support of this Petition, PUC
states as follows:

3. PUC is a coalition ofIdaho companes that are industrial customers of
Rocky Mountain Power ("RMP"). RMP's application for a price increase of$32.7 milion in
Idaho (a13.7% average rate increase) will greatly impact PUC members. PUC has a direct and
substatial interest in this proceeding that will not be adequately represented by any other pary,
and may be affected by any Commission determination made in connection with these
proceedings. PUC intends to paricipate in all respects of this proceeding and will not
uneasonably broaden the issues, burden the record, or delay this proceeding.
4 Without the opportunity to intervene herein, PUC would be without a
maner or means of paricipating in the lawfl determination of issues which will result in
affecting the rates for electric service to the PUC members.

WHEREFORE, PUC respectfully requests that the Commission grant its petition
to intervene with full par status in this proceeding and to appear and participate in all matters
as may be necessary and appropriate; and to present evidence, call and examine witnesses, cross-
examine witnesses, present arguent, and to otherwise fully paricipate in the proceedings.
