COMES NOW the Idaho Conservation League (((ICL") requesting leave to intervne in the
above captioned matter pursuat to the Idao Public Utilties Commisson Rules of Proure,
IDAPA 31.01.01.071-073. As discused below, ICL has direct and substantial interests in these
proceedings and therefore should be grted intervntion.

2. The Idao Conservtion League's diect and substantial interest in this proceedig aris
from the impact to our members served by Rocky Mountai Power and our long-term role
advocting for public vaues. As Idao's lares state-basd conservtion orgiztion, we have
many members who are residential cusomers of Rocky Mountai Power. in addition to
represnting the intere of residential customers ICL ha an interest in promoting the
respnsible expansion of energ efficiency and renewable energ in Idao. As the only potential
intervenor in this proceedig focusd primariy on advocating for investments, policies, and rate
desgns specificaly intended to fuly incentivie energ effciency and conservation, ICL brigs a
unique and vauable perstive to thi proceedig. Becaus this Commission has directed Idao
utilties to purue al cost effective energ effciency and conservtion measures, ICL's
intervention wi not unduly broaden the issues in thi proceeding.
3. ICL intends to fuly paicipate in thi matter as a pary, and if necessar, may
introduce evidence, be heard in arent and cal, examine, and cross-examine witnesses as may
be relevt in thi matter. The nature and quaity of ICL's intervention in the proceedig is
dependat upon the nature and effect of other evidence in this proceedig. ICL intends to seek
inteivenor fundig puruat to IDAPA 31.01.01.161-165.
WHEREFORE, ICL respctfuly requests the Commission grnt the foregoing petition.
