PILC is a coalition ofIdaho companies that are industrial customers of Rocky Mountain Power ("RMP"). RMP's application for a price increase of$27.7 million or approximately 13.7% wil greatly impact industrial customers that are the members ofPIlC. PIlC intends to paricipate in all respects ofthis proceeding and wil not unreasonably broaden the issues, burden the record, or delay this proceeding. 4 Without the opportunity to interene herein, PILC would be without a manner or means of participating in the lawful determination of issues which wil impact the rates for electric serice paid by the members ofPIlC.
