Pursuant to Idaho Public Utilities Commission Rule 43 and Idaho Bar Commission
Rule 222, the undersigned local counsel, Ronald L. Wiliams, hereby petitions the Idaho
Public Utilities Commission (hereinafter "Commission") for admission of the undersigned
applying counsel, Melinda J. Davison, for the purpose of the above-captioned matter. Ronald
L. Wiliam and Melinda 1. Davison represent PacifiCorp Idaho Industrial Customers.
Melinda 1. Davison cerifies that she is an active member, in good standing, with the
bar of the state of Oregon, that she maintains the regular practice oflaw at the above-noted
address, and that she is not a resident of the state ofIdaho or licensed to practice law in
Idaho. Melinda 1. Davison further certifies that she has not been previously admitted under

IBCR 222 in any other matter; and also cerifies that she has not been denied admission under
IBCR 222 in this jurisdiction, or under any similar rule, in any other jurisdiction. Melinda J.
Davison designates Ronald L. Wiliams with whom she wil communicate regarding the
conduct of the case.
The undersigned counsels cerify that a copy of this Motion has been served on all
other paries to the above-captioned matter and that a copy of the Motion, accompanied by a
$200 fee per applicant, has been provided to the Idaho State Bar.
Ronald L. Wiliams certifies that the above information is true to the best of his
knowledge, after reasonable investigation. Ronald L. Wiliams acknowledges that pursuant
to IBCR 222, his attendance shall be required at all Commission proceedings at which
Applying Counsel appear, unless specifically excused by the Commission.
WHEREFORE, by this Motion, Ronald L. Wiliams, respectfully requests that the
Commission authorize Melinda J. Davison to paricipate in all proceedings before the
Commission with respect to the above-captioned matter.
