As discussed below, ICL has direct and substantial interests in these proceedigs, and therefore should be grted intervention. 1. Idaho Conservation League clais a direct and substantial interest in this proceedig arsing from the impact to its members served by Rocky Mountai Power and to its long-term role advocating for public values. As Idao's largest state-based conservtion orgaization, we PETITION TO INTERVENE i June 28, 2010 have many members who are residential cusomers of Rocky Mountai Power. In addition to representing the interest of residential customers, ICL has an interest in promoting the responsible expansion of energy efficiency and renewable energy in Idao. As the only potential intervenor in this proceedig advocating for investments, rate designs, and rate spreads specifically intended to fuly incentivie energy efficiency and conservation, ICL brigs a unique and valuable perspective to this proceedig. Because thi Commission ha diected al utilties to pursue all cost effective effciency and conservation measures, ICL's intervention wi not unduly broaden the issues in this proceedig. 3. ICL intends to fuly paricipate in this matter as a pary, and if necessar, may introduce evidence, be heard in arent and ca, examine and cross-examine witnesses as may be relevant in this matter. The nature and quaty of ICL's intervention in the proceedig is dependat upon the nature and effect of other evidence in this proceeding.
