PETITION TO INTERVENE
COMES NOW Idao Conservtion League ("ICL") and hereby requests leave to
intervene in the above captioned matter puruat to the Idao Public Utilties
Commission Rules of Procedure, IDAPA 31.01.01.071-073. As discused below, ICL has
direct and substantial interests in these proceedigs and therefore should be grted
intervention.

2. Idao Conservtion League clais a diect and substantial interest in this
proceeding aring from the impact to its members served by Rocky Mountai Power and
to its long-term role advocating for public vaues. ICL is Idao's larest state-basd
conservation orgization with 9,500 members includig many residential cusomers of
Rock Mountai Power. As the only potential intervenor in this proceedig focused only
on residential cusomers and advocating for investments in energ efficiency and
conservtion, ICL brigs a unique and valuable perspective to this proceedig. Because this
Commission has diected al utilties to purue al cost effective effciency and conservtion
measures, ices intervention wi not unduly broaden the issues in this proceedig.
3. ICL intends to fully paricipate in this matter as a pary, and if necessa, may
introduce evidence, be heard in arent and cal, examine and cross-examine witnesses
as may be relevat in this matter. The nature and quaity of ices intervention in the
proceeding is dependat upon the nature and effect of other evidence in this proceedig.
ICL intends to seek intervenor funding puruat to IDAPA 31.01.01.161-165.
WHEREFORE, ICL respectfully requests the Commission grt this petition.
