Reductions in Bonneville Power Administration Regional Exchange Credits
Dear Commissioners:
Rocky Mountain Power ("RMP") has just filed the above Application for the reduction of
Bonneville Power Administration ("BPA") Residential Exchange Credits ("Credits ). The Idaho
Irrigation Pumpers Association, Inc. ("IIPA") is writing to express its support for RMP's Application.
The loss of the BPA Credits is going to have a dramatic impact on irrigators' power rates as
outlined in the Application and will likely have a rippling affect on the delicate farm economy. The
IlPA believes that the proposed application of the remaining Credits in the balancing account to the
irrigation class at pre-termination levels until such time as they are dissipated is a necessary step in
trying to mitigate the loss of the Credits to the irrigation class under the circumstances. A poll of
IIPA's members supported this approach and it was communicated to RMP officials prior to the filing
of the current Application.
