HomeMy WebLinkAbout19980810_2.docxMINUTES OF DECISION MEETING August 10, 1998 - 1:15 p.m. In attendance were Commissioners Dennis Hansen and Marsha H. Smith. Commissioner Nelson was out of the office on this date. Also in attendance were staff members  Don Howell, Cheri Copsey, Rita Scott, Tonya Clark and Myrna Walters;  and Conley Ward, Attorney at Law. Commissioner Hansen called the meeting to order. The only order of business was Item 1 under RULEMAKING - 1. Cheri Copsey’s August 7, 1998 Decision Memorandum re: Case No. 31-4201-9801-- Proposal to adopt rules setting standards for access and interconnection in unserved areas by Title 62 Telephone Corporations providing basic local exchange service, IDAPA 31.42.401 et seq. Cheri spoke to a couple of changes in the rules that needed to be made - basic local service had been called local basic service and the complete definition of facilities-based competitor had been left out. Those changes have now been made. Commissioner Hansen called for questions or comments.   Commissioner Smith said the Commission has already signed the order for CTC certification and feel good about that in light of this rulemaking.   When legislation requiring choise for local service was passed, it was intended that all customers have a chance to choose services and service provider. We need to insure that those installing facilities have an obligation to allow interconnection. Would therefore move that we send these rules out for public comment and adopt them on a temporary basis to be effective immediately. Commissioners Hansen and Smith voted for the motion; had not heard back from Commissioner Nelson yet on these proposed rules. Meeting adjourned. Dated at Boise, Idaho, this 24th day of August, 1998.
