BOISE (Sept. 28, 2023) – The Idaho Public Utilities Commission has approved an application from Rocky Mountain Power to decrease the residential and small farm credit provided by the Bonneville Power Administration. The Northwest Power Act of 1980 created the Residential Exchange Program that is administered by the Bonneville Power Administration. The program allows participating utilities to pass the benefits of the federal Columbia River power system to eligible residential, small farm and irrigation customers through rate credits. Rocky Mountain Power asked the commission to approve a Schedule 34 Residential Exchange Program credit of $0.007376 per kilowatt-hour for rate schedules 1, 6A, 7A, 10, 23A, 35A and 36. The utility asked that the new rate be effective from Oct. 1, 2023, through Sept. 30, 2025. The previous rate credit was $0.010133 per kilowatt-hour. The change in the credit rate will increase the monthly power bill of a typical residential customer by $2.27. Additional information is available at: puc.idaho.gov/case/Details/7116.
